I'm not trying to put any ice in the 5 foot cube that is Strix. But I'd like to put it beneath that cube. I'd also like it to then extend every round by 5 feet towards the shore or as steps out of the water. Only two effects simultaneously but ice lasts for 1 hour so i think i can keep freezing blocks every round and they'll stay that way...or at least that was my interpretation of of RAW...did I read that wrong?

I think we are on the same page. And yes, you can keep recasting the spell to keep two five-foot blocks active, which any veteran of platforming or puzzle games knows is plenty to get Strix back to shore. However, I did want to underline the point that this is extremely turbulent water; Strix can certainly attempt to stand on a block of slippery ice five feet below the surface of rushing and churning water, and I will have to think of what kind of check that will necessitate - straight DEX check maybe? Unless there are any tools that would assist?

EDIT : Shit! that's a 2 handed spear attack! Sorry, just cut and pasted it from my cheat sheet - damage for first attack is 6 unless you rule that Strix has opposable big toes and can grapple him with his feet.
Ignore the "dialogue" - I was going to entreat Tempus for aid, and then remembered that he does exactly the same bullshit thing to keep his eternal glorious battle raging, so he probably approves.
Tempus does not respond, but you feel both blows connecting; the first jab cracks a large hole in the top of the skull, the second bash against the spear shaft shatters most of it. Once again Strix, you are left holding little but the jawbone of the skull. Except this time, you are in churning water, and now fifteen feet from the side, being pushed around and struggling to stay afloat.
You are out of combat initiative.
Strix, please make a Strength saving throw to keep above the surface of the water, with disadvantage because you are holding a spear and a jawbone, neither of which are helpful for swimming.

Strix tries to shove himself off the ice underneath him towards the shore, throwing the spear ashore if possible. Not sure dropping the skull in the water helps us.
Scupper will extend the ice out from the ledge since it looks like it's too deep to make steps. Since it can be any shape and doesn't really need to be 5 feet thick, he opts for a ramped edge that Strix can slide onto when he gets close using the rope. Once he's on the ice, the rope will work even better

You are now close to the ledge, south-west of where you jumped in, but it's several feet above you. At the same time, Scupper creates a block of ice that is between you and the edge of the body of water. It is slippery and water washes over it every second; it is unlikely you could clamber on top of it without some assistance and with both your hands full.
(Dekhan, you can dangle the rope from the ledge at a point near where Strix is swimming if you wish. However, if you want to throw it more directly to him, make a Dexterity check.)
You mentioned before that you wanted to try to throw the spear to the ledge. If you did this, then make an attack roll to see where it lands, and you can use this hand to grab the rope. If not, then what else will you do to have a free hand?

Strix manages to keep on the surface, and can see the ledge and his companions above him.
Varinth will rummage through his pack for rope and hand it to Dekhan. He will then ignite a ball of flame in his hand to light up proceedings.
