This post has potentially manipulated dice roll results.
Mithrokk - 5, 8 damage. 13, 3 damage.
The magic fog conjured up by Xel covers Mithrokk, and again the bolts fly wide. The fog fades to nothing when one of the bolt flies through it, however.
The owl flies over the boat, then descends on the prone Xel, lightning flashing from its talons - 16, 8 damage.
The electricity jumps from the owl's claws as it rakes Xel's back. The wizard's arcane ward absorbs the bulk of the damage and dissipates, but Xel still takes 1 point of electrical damage.
The owl then flies out of reach, skimming the surface of the river as it turns to make another pass at your boat.
OOC: Yes, they know it's an illusion. The bolts did not go through the fog -- the fog vanished when the bolts touched them, something that doesn't happen with a normal fog. Interaction with a physical object ends the illusion.
Khial continues to swim closer to shore, while Epos -- carefully watching Mithrokk -- starts to paddle in conjunction with the dwarf, moving the boat faster through the water.
At the end of the round, Khial will be 40 feet from the harbor, while the boat will be 45 feet.
OOC - I'm adding an additional 5 feet to the boat's speed since it's lighter without Khial. Xel, your turn is up.
OOC: Xel will ready his action to cast Chill Touch on the Owl when it gets in range of his spell.
Xel keeps a low profile on the boat's floor. He realises that the Owl is probably a familiar being controlled by a wizard on the opposing side. Surely that must be the case since normal owls do not zap their prey with electricity.
Xel casts Chill Touch but instead of releasing the arcane energy he has collected, he holds the power in to be released once he sees the Owl. He has to strike it before it has a chance to attack him or the others.
OOC: Can I suggest to Khial that he can probably reach the shore/dock next round. He can take the Dash action and as a bonus action take the Dash action again (being a Rogue).
OOC: Okay, I don't know if you guys can see my rolls or not -- all I can see is Dice rolls not yet available ...

The crossbow bolts strike the water, not even coming near Khial.

Epos's inexpert rowing splashes water all over the place -- the spray clearly makes it hard to target him, and again the crossbow bolts miss.
