As the siren blares the shouting stops and you hear people running all over the place, tripping over things and breaking furniture trying to hide from the "police".
However, this also has the unintended effect of having the guy you were following bolt for it. Roll initiative, not for combat, but to see if you can react fast enough. If your initiative is equal to or higher than: 8 then you can react fast enough to your target bolting. If you fail to match the target's initiative, he gets a head start and goes out of sight. Chase rules from the DMG don't apply here because the guy didn't even know you were following him and thus, isn't running from you; he's running from the "police".
Awesome, you all managed to pick up on him running away and react. How do you react though? Give chase? He's likely to notice people chasing him. How do you react to him running away?
Whispers tries to make it look like they are also just running from the cops.. which, kind of they would be. Anyway, she's not trying to close the gap with him, just keep him in sight.

You successfully manage to make the dude think that you are running from the cops and NOT running after him. He runs a bit further, looks behind and sees there's no cops but instead of thinking that all this was some kind of trick, he thinks that cops are in the house arresting the guys with the drugs. He runs a bit further, turns a corner and begins to walk normally, acting as though nothing happened to trick the cops. This allows you to catch up to him. He knows you're there but doesn't know you're following him. Choose your next course of action wisely or he might get suspicious.
OOC: Sam can always use her last two ki points to cast pass without trace again if need be. She'll be a little less effective if we get into a scrape, but it's probably worth the cost.

Whispers starts talking at a slightly lower than normal speaking volume, just in case the guy is paying attention, "and you.. you could have been so screwed." she indicates Sam. She gives them a wink and they both hear in their minds.. "Play along. we're just some party girl petty criminals"
This might be the first time that Whispers has actually spoken directly to Sam's mind or demonstrated that ability in front of her.
Sam seems to switch gears and laughs a nervous laugh a little too loudly. "Yeah! You're telling me. But, ooooo, was that stuff good! And that guy was hot, too. I hope he doesn't use my number to call me from jail," she says, laughing again.

Sam curses, which is usual for her. She narrows her eyes at Whispers. "Was that ... you?" she asks.
