Those of you hoping to see or speak with thr arbiter head toward the northside of town. All of you immediately recognize the points and embellishments that are part of shrines and temples devoted to Qonera. While everyone would consider them a priest, arbiter is the title of those who closely follow Qonera. They are often judges in whatever communities they find themselves in.
Inside, you do feel an odd sense of peace, though it is interrupted by a soft 'ahh' Mr. Jack hums as you settle in. There are several pews facing a pulpit. Upon the pulpit you see someone with their back turned to you. They don't seem to have noticed you come in. They are facing s table opposite of you that seems to have figures ceremoniously laid out.

Vuist confidently approaches the arbiter, saying, "Arbiter - we seek a couple of strays that may have wondered in your town. Have you heard rumors or heard about any recent additions to the town's populace?"
The person Vuist approaches startles as soon as Vuist speaks. When they spin around after hearing what Vuist asks, you see a tall man whose vestments are all wrong. You are expecting to see blues and whites, but instead the color scheme is green and gold. The colors of the minor goddess, Udea.
"Arbiter? Ah, he is in his office. I may be able to assist you. My name is Ragnar," the clergyman smiles kindly. "Additions to the populace? Do you mean to ask about strangers? We do see strangers time to time, including folk such as yourselves..." He seems to say this pointedly at Vuist. "Someone new has moved into town. I believe his name is Graves? I do not see him at our services, so I am not sure if he has departed from Almdalir yet or not. He seemed... Nomadic."

Xelazhia gazes at Ragnar for an uncomfortable moment before addressing Vuist. "The Arbiter will be of more use to us. Let's go and talk to him. And if that yields little information, then perhaps this Graves will know more. At least he seems to have some sense, staying away from here."
"My apologies... I'll lead you to the arbiter," Ragnar's smile fades somewhat as he turns and leads you down a small hall adjacent to the pulpit. Soon you find yourselves at a door as Ragnar raps on it gently.
"Yes?"Comes a deep voice from within. "What is it?"
"We have some visitors, Arbiter Yoosuke. They wish to speak with you."
"I'm quite busy..." Yoosuke's voice drops a few octaves before continuing, "Very well. They may enter. Return to your duties, Ragnar."
"Yes, of course,"Ragnar opens the door and ushers you all in before excusing himself.
The office is small and all of you filing in is a tight fit, but you fit nonetheless. You see tomes upon tomes piled on the holy man's desk some open, some shut with bookmarks sticking out, and a scroll of some sort that the Arbiter seems to be working with.
"Strangers. I see. State your business,"Arbiter Yoosuke looks down and continues penning away while he keeps his eyes on his open books.

"A hodo...? Here?"The arbiter looks up from his work with furled brows, "No such creature is here in Almdalir. Why are you looking for such a creature? And the dwarf? We have some dwarves in the village, the most prominent dwarven citizen works in the forge, though he is not light skinned. I take it you are all bounty hunters working for coin? I heard some of the countries south of us suffer this problem of having stray Raven sympathizers in their mists, but I assure you... no such soul lives in our village."

Vuist can hear the venom in this man's words. Arbiter Yoosuke absolutely believes in what he is saying and furthermore it is clear that he has the lowest opinion of those who served under the Dark Raven and anyone who would be soft on anyone from the Bellacian Empire.

Vuist walks up to the arbiter, and responds coldly, "We're trying to be helpful and rid your town of these hooligans, so rather than just 'assuring' us that no such persons would live here, how about you instead go over what you've seen the past few days and see if you can't think of something useful to offer us? And what crow problem?"
Amanita will follow the others to the church observing the flora and fauna along the way, searching for hodo tracks, and likely places to hide. "Hmmm,"she mutters to herself, "If our quarry wants to stay hidden, I am not sure he would come this way..." She will stay outside the church while the others go in and will try to find another friendly shrub or tree to talk to.
"The only abnormal phenomenon has been with the crows," Arbiter's voice contains a hint of irritation. "By all means, feel free to investigate the rookery to the north here. I'm sure having the crows attempt to peck out your eyes will be a worthwhile experience."
---
Amanita notices few hiding places, but they are mostly big enough for small animals and children. Not so much a hodo or stocky dwarf. The plants that grow in flower beds and along buildings seem friendly enough, but they largely repeat what the previous shrub already has.

"Yeah, let's go... I suspect we won't get much more from these locals," Vuist responds to Xelazhia.
