Basically, he wants to know if there are any witnesses to what is happening, and if there are none perhaps try to cause a diversion (using the Mage Hand cantrip) at some distance from the stairs to keep the workers in the workroom below from seeing what is happening with their boss.

Gaxley smiles and says "You can take me to the guards if you want, in fact, why don't I call them here myself? I have already told them what I know, and I have a few friends within the city watch, Now I can use them to get you OUT OF MY OFFICE!" he says the last part angrily.
Tyrus, when you attempt to cast mage hand, you feel yourself concentrating on the spell, but it doesn't seem to work.
Once the party leaves the building, Tyrus checks that his magic is working again; he wants to make sure the problem was with the building and not him.
He also talks to Arlon: "Arlon, you seem to be knowing this part of Waterdeep. Could this Rudderburst be having other reasons for bringing suspicion to the Cassalanter family? The way he's acting seems very much at odds with an honest person who runs a newspaper. They would be spending money trying to get the truth so they could report it to the public."
He then speaks to the entire group, saying, "I suggest we pay a visit to the Cassalanter family to see what they have to say about this matter. For example, we only have Gaxly's word that they haven't been robbed."

When you step outside, Tyrus is once again able to cast spells, seems there was some sort of antimagic field around the building, maybe for protection or for other reasons.
After following the directions given by Rudderburst, you stand outside a large Villa.
Cassalanta Villa has stark white walls and a gleaming crimson roof and turrets that make it stand out even among the other opulent estates of the Sea Ward. In the midst of picturesque green gardens is a three-story mansion, along with hedges and water features. The entire estate is surrounded by a tall white brick wall, with a single wrought-iron gate for an entrance. The family crest of the Cassalanters - a green Y overlapping a stylized goose being fed - is emblazoned on the gate, and armored guards stand at attention on either side.
Briga clasps her hands behind her back and tries to shift to make her pack, glaive and crossbow less noticeable, adjusts her posture to be proud but non confrontational, as she follows the lead of her more bourgeoisie companions.
"This may take some finesse," Briga says. "The Casselanters could very well be the target of a smear campaign, or they could actually be tied in with the robberies and Gaxly's just rubbish with his people skills. Either way, getting them to open up to strangers could be touch, especially if it involves a shameful family secret."
Approaching the gate, one of the house guards calls out. "Halt! State your business with the Lord and Lady," before standing at attention awaiting a response.
