As Kerrigan approached the water, she noticed that the fisherman was a fair bit further out on the sea than she had thought at first, fooled by the large size of boat and fisher. After a while, the man was within earshot, and rowed the boat onto shore. She had been correct in noticing that the man had no net, as he didn't have to haul anything up before making the landing. As he jumped out of the boat, Kerrigan was confronted with a large man, with thick sideburns and a flat nose. His teeth seemed more like tusks, with the sharp points glistening as he spoke. Most disturbing though, were his eyes. They seemd twisted in his face, and they were almost solidly amber in colour, with only a very little white on the edges.
His clothing added to the whole ensemble. Apart from his salt-crusted fisher's boots and simple dark wool trousers, he was wearing a patchwork leather coat, stitched together from many different types of creatures. For a shirt, he wore a filthy linen thing, and a stained red hankerchief to keep the wind out. Around his neck was visible a necklace made of fangs, though whether they were all animal, she couldn't tell. On his head, the fisherman wore a stained and dirty broad brimmed felt hat, with a crow's feather tucked into the hatband.
"I heard ya hail me, what d' you want?" Looking past him into the boat, she could only see a large tarp, thrown over something in the back.

He had no reason to accept this man's offer, not to mention, he didn't have all the time in the world, "No thank you, as I said, I'm only here on an inquiry." The transition between the Wards was often no clear cut matter, even if the Magistrate could point to particular streets as marking the boundaries of the wards. Between the Forge and the Hill, the difference was striking however. For one, Brandt spotted far more guards around, patrolling or “keeping the peace”. What a load of horse shit! Half of the guards were broken veterans and men with dishonorable discharges, who the army and navy no longer had a use for. The first couldn’t and the second wouldn’t keep any peace. He began to understand why Sparks was looking for private help in this matter. It enabled a certain level of quality control.

Brandt didn’t want to know how much the building had cost, it’d only have made him angry, and now, he needed a clear head.
