Tolroc will work the room, greeting people, singing a song, telling a story, sharing some jokes, or simply talking, whatever he feels like will get a person or small groups of people to open up to him and he will try to subtly work questions about the bandits into the conversation. He'll do his best to try and make it seem like he wasn't even the one that brought it up.
Othokent returns any greeting with a stiff yet reflexive nod; but, his attention overall never really wavers from the search. Satisfied in his search however, the lizardfolk notes which of his 'friends' looked down on their luck on his way to the back Snake Eater, meanwhile, slithers up more closely to the halfling and puts her head on the counter to observe the two closely.

"alright, then" I say, my smile vanishing as I lean in. "straight to business. I need to know the location of the brigads, or I need to know who knows where they are. you give me either of those, and I will... make it worth your while." I watch the snake out of the corner of my eye.
Tolroc: Through the twisting and winding of conversation, you gather a few small bits, but you can tell this is mostly rumors and hearsay on the street. The one major piece of information that you do hear, though, is that none of the other bounty hunters, that you can gather, would have taken the brigands. They seem to think that the work is worth the reward.
Aloton: He laughs, a wet, hacking sound. “Now, tha’s th’ trick, ain’t it? No’ne knows. ‘Therwise, th’ garrison’d be down on em. Som’thin like tha’s gonna be hard to find. Per’aps a lit’le... incentive up front?”
"Fair enough. one moment please, good sir." (does anyone in the tavern look like they have a lot of money? I want to try to pickpocket someone.) perception: 15
(I have proficiency in perception, so because of my reliable talent feature, that should count as a 16)
Snake Eater unerringly watched Aloton, and so was ready to follow behind the halfling whenever he moved on from the bar. So would be her intent; but, if Othokent comes over in time to catch at least the tail of the conversation, he thoughtless puts down 5 gold as he sat beside Aloton. "As understood as incentive in this place. Know if not however-..." The lizardfolk leans in, and smiles toothily knowing how much the act unnerved prey soft-skins. He even throws in tasting the air near the bartender using an elongated blue tongue for good measure.
"This one has others. Though less pleasant ones... for one of us."
Though if he catches none of it, he puts down what he thinks is enough coin for a drink as he sits down, then looks around for the others aside from Aloton.
If the rest of the party that isn't speaking to the informant are seated at a table, Tolroc will join them and let them know what he has heard, which isn't much. He'll then casually watch the conversation going on with Aloton while ordering a meal.
(Is there someone that Tolroc may have worked with before in the tavern?)
Tolroc: Like Othokent, you recognize several of the hunters in the tavern, some as friends and some as foes.
Aloton, Othokent: The informant sweeps the gold off the table. "Oh, oi've been in th' bus'ness for far too long to make tha' mistake, lizardfolk. Oi've he'rd of yer reputation. Oi'll see what oi can do. In the meantime, oi've he'rd that the bandits take the caravans on th' way out of th' city. You might h've some luck escourt'n one of them. Oi'll meet you back 'ere in the 'morrow, tell what oi can find."
Othokent smile fades almost instantly fades away. A sure a sign as any that new his reputation well of the Lizardfolk's good will. "We will be in touch." He turns to Aloton around the same time as Snake Eater, and together they bow their heads. "Forgive us, small one. For the intrusion into the hunt. Coin means less to us than the hunt itself. And it is in our nature to provide assistance to those that would be a party to a hunt." He admits calmly, then raises his head. "This one will endeavor to play more observatory role in future, if so desired. Still learning ways of scale-less. Should take more time."
Othokent nods then glances around for the dwarf, Hugolina, and the rest. "There is still time to learn more in meantime. Use methods outside of barman. Not available to that one, yes?"He says without ever really stopping his passive scan of the area behind them.

This post has potentially manipulated dice roll results.
"I..." Alton sighs, slightly exasperated. "your help was not needed Othokent, but appreciated. In the future, I will let you know when I need your help. Your..." he looks at glances at the snake. "your pet could be quite useful for scaring information out of people, but I prefer to persuade." Alton will return to the group, but first he goes to the bar, orders another drink, winks at the person next to him, and steals their money as he walks away. slight of hand:27
Both scaled folk cant their heads to the side in unison, look to one another, than back to Alton. "Snake Eater softy. Not much good for proper persuasion of any sort. But keep in mind now." Othokent nods sagely. Remembering an at least friendly rival earlier, he leaves Snake Eater with the group to chat the up: one of the bounty hunters with a former history with the shadier side of things.
If they appear busy or in a conversation with another, he goes up to their table stating, "Greetings. This one is Othokent, if not recall. And this one has question... How's the sun been treating you and yours? Not too poorly, this one hopes; especially if many has a mind to travel a bit today, eh?"
For the individual and those that follow that know Thieves' Cant:
Code Phrases boils down to 'Anyone stirring things from the underbelly more than usual?' and 'In particular, any gangs rumored to be working the roads recruiting?'
(If we are going to hire on as caravan guards, which seems to be the way we need to go, I suggest moving to the soldier's tavern to see if we see if there are any soon to be departing caravans recruiting guards.)
Aloton: You find several drunk patrons on your way out of the bar, and take the change off of several of them. In total, you find various denominations of change totaling up to 11 gp.
Othokent: The man turns to you, forgoing the secrecy. "If I had a tip, why would I tell anyone in this room? Any scores I find will be mine."
"Lack of Courage. Insufficient Prize. Unachievable personal Stake. Lack of numbers. Sense of Duty."Othokent lists off readily from his fingers, abandoning secrecy as well. "The reasons are many. Nevertheless, this one appreciates 'straight talk'." The Lizardfolk just walks off on that note without a goodbye or further prying, ready to join the others in wherever they wished to go.

Elnrog will sit at the table sipping an ale, not seeing anyone he knows he is fine to let others handle this part.

Whenever you make an ability check that lets you add your proficiency bonus, you can treat a d20 roll of 9 or lower as a 10.
so that 14 is actually a 22

Alton listens to Othokent's conversation while drinking, appreciating his use of Thieves' Cant.

Elnrog stands and prepares to leave. "To the Broad Boar it seems. Soldiers I know. Let's see if we can find a caravan out and some more information."
Finishing his meal, Tolroc says, "Sounds like a good plan." He then quaffs down the last of his ale. "Let's go."
