"Vimak! Gilari! I need one of you to tie a rope around Herman and pull him along while he rests, don't worry: I'm about to make him weightless." If/After the rope is tied around Herman, Cirrus then takes a very deep breath, filling up his cheeks with air, then blowing as hard as he can at Herman, casting Levitate (Herman, if you refuse to be lifted up, you must beat a DC 13 CON Save).
(If for some reason they both refuse to hold a rope for 10 minutes, I will make a persuasion check to convince them: 21) Realizing that he might get tired while Herman is resting, he pulls out his pan pipes and plays a tune, interspersed with enchanted words, using his first Bardic Inspiration on the party. OOC: @DM Nah, I think rolling for us was a good idea. If you said, "Everyone roll Athletics twice" or something to that nature, it would have taken much longer. A bit sad with the low rolls but dice are dice. At least I haven't missed 8 attacks in a row (and a few failed skill checks in between) like I did in a different campaign.
Herman is getting tired but he looks up at Cirrius and says, "Keep moving. If we rest, they'll get away. If I get tired, I'll get over it."
He will not resist the spell and after whatever can come of it does, he will try to keep pace with the rest.

Gulari shuffles the gear across his back. "If anyone needs their own load lightening to ease them pressing on, I still have room on my back."
Vimak will stop moving long enough to knot one end of a 50 ft rope around one of Herman's ankles. As Herman levitates up the entire length of the rope, Vimak begins moving again, holding the other end.
"This is a good idea," he says to the others. "If they are too far away, we can keep our pace. If they are close, a short rest might help us plan an ambush or know if an immediate direct attack would be better. "
The group presses on, following the tracks quite easily. And though lifted aloft, and admittedly his view was much better, it only gave him a better view of the lustrous scenery, and a better angle on seeing the coast down the sheer cliffs to the side. For the next while, Herman is able to rest, both lifted aloft, and dragged by one of the party members, allowing him to recover. His constitution strong enough to allow for a quick recovery. When Cirrus felt his spell was about to fail, he would warn Herman, who swiftly untied the knot about his ankle, allowing him to keep running, without having fallen, and being drug through the mud.

Cirrus and Herman seem to have found their second winds, Vimak continues to hold strong, while Gulari finally starts to slow himself, but hasn't quite fallen to exhaustion levels, and can push on yet still over the course of the next four hours. The sun is starting to fall over the edge of the cliffs, painting the Sea of Swords in a brilliant orange colored fire, the sky itself turns pink just as the snow begins to fall once more. The tracks are getting more fresh, but somehow, it's still felt that they are atleast an hour or two ahead of the group. Much less than they would have been if the party had stopped to rest before. Before long, the ground is lightly covered in white, and every step makes a soft, wet crunch.

Gilari manages to press on, while Cirrus truly finds his stride, everyone else keeping pace in the ever deepening snow, which is now beginning to hide the tracks beneath a sheet of white.
In order to continue tracking the cart, a DC 18 Perception check must be passed, as the snow now is covering every inch of ground in a thin, but vision-blinding sheet, it's also starting to get dark as the late evening is starting to come on. You've all been running for 16 hours now.
Herman trudges through the snow, the colder weather helping him to cool off a bit from all the non-stop jogging. The most of the evening light reflected from the white snow is blocked by his visor, only part of his attire besides his belt buckle that is painted golden, allowing him to look at the scenery around him comfortably and without the excess light getting in his eyes. Herman notices the tracks getting obscured by the snow. He tries to keep track of the tracks in case the team's tracking experts lose track.

Gilari pulls his travelling coat around him a bit more, though mainly for show as the amount of snowfall has yet to really bother him. He keeps his eyes firmly on the dwindling tracks in an effort to keep their quarry in range.

Eventually, everyone loses sight of the tracks beneath the continually piling snow. In their wake, pure, soft white is all that remains. However you all remember this road is more or less a straight shot to Leilan, and if the theif is heading for either city/town you may be able figure out something at some point. You all press on (i assume) at a relatively steady pace, the snow, not deep enough to hinder travel yet. Though it is becoming harder to breathe, and your breath is becoming quite visible, even as the moon takes it's place within it's zenith.
Four hours pass, and you come across a sign along the road, just at the edge of where the snow gives way to the cliffside.
Herman stops at the sign and looks at the forked road. He turns to the group and says, "Alright, any idea if they went left to Phandalin or straight to Leilan? If not, anyone got any ideas on figuring it out?"
Cirrus stares at the sign, seemingly stumped at the choice. "Hmm... well, I don't think Gundren has had the chance to tell the people of Barthens Provisions who he hired, right? So maybe the thieves are planning on passing themselves off as us? Or they'll claim that we sent them instead or something. On the other hand, they might be going to Leilan, since nobody is expecting a cart there, so they could more easily sell the supplies there..."
(I guess I'm going to default to voting for Leilan, unless (on the off chance that the DM will allow it) I can make a Investigation check to try and figure out which way the cart most likely went (4).)

His eyes dart around the landscape, trying to pick the detail from the ever-whitening scene. He points Vimak to the other side of the path. "Let us straddle the path and walk for a few minutes, together we should be able to glean some clue."
With the wind starting to rise in strength a little, whipping the flakes of snow passed them all, Vimak finally calls Gilari over to a slushy sodden rut in the mud. "Ah, a good find" says Gilari raising his eyes to the distance. "I think the Genasi has it, they are trying for Phandalin at best speed."
(ooc: It would appear I went on spelling holiday with my character's name, which meant others picked up on it too! - He's GILARI not Gulari as I have been making a mess off it as :P)

Due to being tired, he didn't realize what was going on and couldn't react fast enough to Carrius' spell. He floats up in the air and begins swearing.
