Ruhvon pays no mind of the rain. It's trips like these over the surface of the city, which are becoming more frequent since becoming a member of the Blades , that allow some of the filth to be washed from his clothes.
As the others deliberate, the half-drow continues to head towards to rear if the tavern. "I will watch the backdoor. My skills are more suited to the elements," he calls to the others with his coarse voice. "Halflings are as slick as snakes."
(DM: Is there enough water puddling to be able to use shape water to create a couple of patches of ice?)
Brayton heads inside, shaking his coat of the water. not going too far in. Just staying by the door to block off the exit if needed. Keeping his eye on his party and any halflings.
This post has potentially manipulated dice roll results.
Harpy grins and follows the half-drow as he heads towards to rear of the tavern. There she checks the general area Investigation10 for signs of heavy or light foot traffic as well as looking up above the back door or other nearby spots above where she can keep an eye on the door to see if there is a suitable perch for her to fly up to watch and wait in ambush should a Halfling or two happen to come rushing out.
Rothnar nods at the guard when he handle the healing potion and keeps it among his clothes. He puts on his hood when the rain starts but otherwise he pays no attention to the rain.
Once the others confirm that they will cover the exits he enters the tavern too, following Harpy looking for aby halflings.
As they walk, though quieter than Harpy, Laza is also rather unhappy in the rain ((would you allow prestidigitation to be used to dry him when they arrive?)), but is walking a bit faster than normal to get out of the weather. Good thing it's a short walk.
Absolutely. In general, feel free to take reasonable liberties with spell effects etc for minor things that don't impact the story too much.
Inside the Rusty Nail it's filled with patrons and a band of elves play lutes and horns in one corner. It's very noisy and pipe smoke hangs in a haze.
Laza nods in agreement, and dashes ahead to get out of the rain. Entering the Nail he'll shake off ((or try to dry with prestidigitation)), and head up to the bar looking around the room. perception 21 At the bar, he'll hold up one finger and say simply "mead" , his voice quiet but clear, putting a silver coin on the counter.
The barman is a stout dwarf whose head barely clears the bar itself. He nods at your order, takes your gold coin and turns to prepare your drink. As you look around the bar, you see two groups containing halflings. One is a rowdy bunch of four halflings dressed in the clothes of labourers. They're located near the band are dancing raucously. The other group is tucked into a side booth. They're dressed more richly and look like traders. There are three of them and they're in deep discussion with a half-elf wizard.

Looking around the backyard behind the tavern you see some stacks of firewood under some tarpaulins in one corner and a worn back door to the tavern itself. Unfortunately, the rain has washed away any tracks that might have been present. You find a good perch on a nearby roof with a good view of the back door.
Taking his mead, thinking to himself "even a silver seems high for a pint of mead...", Laza catches the attention of any in the party who entered the bar with him, and nonchalantly gestures over towards the group sitting at the table with the wizard. He then walks over to the group and says, first to the half-elf, in Elven "Sorry to interrupt friend." while cooling his mead with prestidigitation ((probably my favorite spell~)) for the group to see his use of the arcana, and switching back to common says to the group "~~~~~ told me I might find you here." ((Dropping a name Laza would know in town from his Ear to the Ground feature from the Urban Bounty Hunter background; deception24)) continuing with "Perhaps you can help me with a... golden... problem."
The name you use is Sankin Osvias, who is a well-known halfling trader in Dogtown.
The wizard is a young-looking elf with slick blond hair and a hat with a large feather. He looks disgruntled when you speak to him and begins to grumble to himself as you turn to the halflings. The halfling who appears to be in charge is a scrawny fellow with a mean-looking face. He looks at you with annoyance and addresses you in a relatively posh voice for a halfling "I don't know how Sankin would know we're here and it's most improper of him to tell a stranger where we might be found. We're talking with a client at the moment, I trust what you have to discuss can wait a few minutes." He turns back to the wizard.
At this moment the bartender taps you on the shoulder. "You forgot your change sir" and hands you 6 copper pieces before disappearing back to the bar. [good catch - I hadn't checked what the typical price of a drink was!]
Before settling into his hiding spot behind the pile of logs, Ruhvon would quietly wave his hand towards the ground, causing the area just outside the door to freeze.

An area about five feet wide and five feet long in front of the door freezes solid into some mucky brown ice. It's difficult to see amongst the surrounding puddles and splashes of falling rain.

Harpy flies up to the nearby roof and hunkers down to wait it out giving her companions inside the tavern to scope things out there so, for the time being, she will keep a close watch on the back door and given her vantage point to keep an eye out of the surrounding area looking for any others using the back alley or otherwise skulking about. Erik seeing Laza talk to the wizard and Brayton standing by the entrance; Erik will sit at the bar and speak in dwarven to the barkeep.
"I can I get a bottle of wine?"
"Of course sir" says the barkeeper in a gruff voice. "Here's the wine menu, which would you like?" He slides a piece of paper across to you which reads "White - 2sp; Red - 2sp"

The rain makes observing your surroundings a little tricky, but you can pick out a few details. The alley running behind the Rusty Nail is narrow and is littered with debris and rubbish - it appears not to be in use often. It runs parallel to Hangman's Lane and joins two side streets which branch off of Hangman's Lane, each about 100ft from your current position. On those side-streets and Hangman's Lane you can make out the shapes of people hurrying around, keeping their heads down against the downpour. From their shapes and sizes, you can tell that they are of a variety of different races. Like most of Dun Farum, it's a diverse area. Various shops and houses line the cramped streets. Nothing seems particularly unusual at the moment.
The human will take a sit when he can spot both his companion talking to the halflings dressed like merchants and to the ones who are dressed like labourers. He observes both groups trying to discern any suspicious activity like if they are looking around constantly or they are passing under the table something...

From his seat Rothnar has a clear view of both groups. With your insight you discren that the dancing halflings appear to be having a good time, are fairly drunk and don't appear to be too worried about the people around them. You notice one of them has a black eye. The halflings talking to the wizard are much more serious and on edge. They appear to be focused on the wizard and are talking in hushed tones, although you can't pick out the topic of their conversation. Both the halflings and the wizard have a number of small packages. They appear annoyed at Laza's interruption but do not seem to feel worried about the Tabaxi.
Still speaking in Dwarven "white...Can I ask you a question?" Erik pulls out a gold coin placing it on the table. Once the drink arrives Erik will ask his question "How many of the Crimson Rebels are in here right now." Erik will just stare at the barkeep "The Silver Blades are not happy that you are sheltering new blood."
[Any advantage for the intimidation?]

The barkeeper looks at the gold piece and looks back at you. At the mention of the Silver Blades the threat you imply is all too clear. However, he's used to the rough and tumble of Dogtown and has the scars to prove it.
Give me an intimidation roll (no advantage I'm afraid, he's a tough guy who's been threatened many times before)
Laza nods, and sits down anyway, saying "Perhaps I wasn't clear... I'm looking for the Crimson Rebels. They've been busy, and need to hear what I have to say."

As the imp finds her perch above to watch from, Ruhvon does the same by finding some shadows to hide in within sight of the backdoor.
