"Somehow I doubt a group of innocent travelers would choose this specific place to camp. Let me scout ahead, and I'll report back once I find out what's going on."
If no one disagrees, Elspeth is going to split off from the group to scout ahead, relying on the shrubbery to keep herself hidden.
Soar said she was going to circle around closer to the cover that makes it easier to approach the source of the smoke - and when Elspeth goes out, she follows just a bit into that cover but certainly hangs back before she would get close. She wants to be ready to help if things go south, but she doesn't want to mess up the scouting mission with her loud armor.
Soar and Jalt circle around and come closer to the camp, but no closer than about sixty feet for fear that they may alert whoever is there. From this distance, they still can't make out much detail.
Breena and Elspeth, you creep closer, about thirty feet from the source of the voices, duck down behind a large rock, and take a look. You see a group of three humans and four kobolds; one human is at a campfire, apparently cooking, while the kobolds are gathered about twenty feet away, arguing and seeming to want to spend as little time with the humans as possible.
Elspeth, you adjust your foot to get a better position to see, and a twig snaps under your foot. The other two humans, who are apparently standing guard, both snap their heads around to look in your direction. You pull your head down just in time; they don't raise the alarm and seem not to have seen you, but they may now be aware that someone is nearby.
Hearing the sound Elspeth made, Breena will use minor illusion to create the image of a large, fat rabbit running out of the underbrush in the hopes that the guards will think the animal made the noise.
(Hmmm... Can I make it sound like something was running through the grass? Like a spooked animal? Or if there's a critter nearby use her animal friendship thing to have them go scamper?)
Breena, the rabbits seem happy to oblige in what is a fairly simple task, though not without some risk. They do indeed scamper out of the bush, making a certain amount of noise, and then dart away behind some rocks.
Just rabbits, calls the nearer of the two humans who had been standing guard.
Then why don't you shoot one and we can have something decent for lunch? calls the other.
I'm not skinning a sodding rabbit now. Lunch is almost ready anyway. grumbles the first.
The two humans seem to lose interest in the source of the noise, believing the rabbits were responsible but have got away.
Badger smiles at Elspeth, giving a small nod since they managed to go unnoticed. Peering back at the camp she'll study the faces of the humans as well as their armor/supplies and try to determine whether or not she recognizes them from the attacks.

I would say this is Perception for 20. You don't recognise actual faces, but yes, they are all wearing the same kinds of uniforms, carry the same kinds of weapons, as the raiders. Moreover, they look tired and their armour is scuffed here and there; though they are probably a long way behind the main force, perhaps a day behind, you believe that these people were part of the attack on Greenest.
As you watch, your hear conversation between the humans, mainly about how much they dislike the kobolds. The kobolds just glare back.
Elspeth relaxes as she watches the raiders go back to their business, turning to Breena to mouth a silent thanks. Her eyes scan the faces of the humans and kobolds for a moment, then she turns back towards her gnome friend. She tilts her head towards where she guessed Soar and Jalt were, raising an eyebrow, silently asking if Breena thought they should regroup with the others and let them know what they saw.

From where Jalt and Soar are, not really. You can hear and see a bit of movement, but you're too far back to see anything clearly.
