But if they are congregating like wild cultists, which I've seen before.. He points to the center of the map. They could be performing their rituals or their propaganda or whatever it is that they are doing. What do you all think?

Hoard of the Dragon Queen - Jalt Rhogar - Dragonborn Cleric (9)
After Jalt finishes his opening to Clara, Soar perks up. "Hi Clara, my name's Soar. We're gonna go sneak and get one of those weirdos and bring them back here to find out what's going on. Wanna come?"
As they walk into the study/library room, Soar appears to be immediately both comfortable and out of place. "Thought I'd left this smell behind."She casually leafs through a large tome as Clara finds the map.
When Jalt asks his question of where to go, Soar says, "I'm a bit wary, to be honest, of trying to find the place where they're congregating, or we might bring the lot of them down on us. Clara is the only safe, unwatched way in and out of the keep through the tunnel we took to the riverbank? If so, we could try going back there, and maybe head north to that street, and then just grab the next group we find that's not only brigands and taking one back with us. If there's another way we could try that too. But basically, we could have three of us lie in wait, hiding, while another of us walks around like a dope, and when that person sees a cult group, they turn tail, run back into the ambush, where we all hit them very hard, save one, who we only hit a little hard."
She looks around, eyes a bit wild and bloodshot in the darkness. "Then again, I don't have a monopoly on ideas, and I'd really rather be sleeping right now, so do we have a better option?"
Elspeth gives Clara a nod in lieu of a worded greeting, and follows the rest of her friends to the map room. She stays near the back, trying to conceal a yawn.
"It would be incautious to go for the largest gathering of enemies right away, but I feel we should at least find out what they're up to there." She looks down at the map, scrunching her nose as she reads the diagram.
"Sounds like a plan." She answers Soar. "We just came from the east, right? So it might be best to head slightly west to avoid what ruckus we kicked up before. Last time we came into contact with those bandits, they seemed willing to believe we were on their side. Any chance we can exploit that this time, or would it be too risky? One of us can pretend we need some help clearing out one of the ruined buildings, and the rest of us can set a trap."
She rubs her eyes, fidgeting slightly. "We definitely need one of their leaders, right? Not just any layperson. I suppose we'll have to try and identify their commanders first."
Jalt nods to Elspeth Yes, just to see where they are. We don't have to attract them all. Perhaps we will get lucky and one will wander off. Yes, I'm on board for this plan

The governor wishes you well, and Clara leads you back through the old tunnels; as you approach the gate that leads out to the river bank, you see a more substantial unit of guards there. The lieutenant notices your arrival and salutes. Lieutenant Gray, at your service. She grabs a key and opens the gate. We've been sending a few scouting parties out to help stragglers make their way here; it's only a matter of time until the raiders notice this passage. If they stick around in town, that is. If that happens, we'll fend them off or collapse the tunnel so they can't invade the keep; if that happens, you'll have to chance the main gate, or just head out of town and wait until things die down. Well, Tymora's blessing on you out there. Clara salutes, and leads you onwards.
You leave the tunnel, headed west along the curving river bank. After a few hundred meters, she stops and looks to you all for instructions. Okay, she whispers, we're out and west of the keep. Where do you want me to lead you?
(OOC: Everyone, please make Stealth checks (at disadvantage if you're in heavy armour). Clara as a gnome has darkvision and has been leading Jalt directly; are you going to start using a light source now? Also, please tell Clara (in character) what the next step is.)
Jalt knows that he must allow either Clara or Breena to lead him due to his inability to see in the dark. He would follow either of them. Jalt whispers There were some houses grouped together. Maybe if we can maneuver through the back of them and survey for any activity as we make our way north west. Jalt looks back to the others to see if they agree

Soar suggests to Clara that they take the tunnel again, and instead of going along the riverbank, they head west and first find a place for an ambush. Then someone (Soar volunteers, but if someone else wants to, they can) will walk into the houses and streets a bit, trying to get attention of someone important-looking or uniformed, never straying far from the ambush site. They'll then lead the targets back to the ambush. Any of the brigands could be deceived by pretending to be a fellow brigand (have we seen any other dragonborn? Perhaps Jalt would be good at that kind of deception if so.)

Once they're in the cover of the trees, Breena will ask any little woodland critters that she can find to help them keep an eye out. Maybe chitter or squeak if someone is coming up that isn't a part of their current group.

You are moving through the wooded area north towards town; you are just at the treeline when Jalt steps upon a particularly noise patch of ground which crunches loudly between his feet. You hear a yip yip noise from your left, and a small group of kobolds comes running up to find the source of the noise.
Soar would love to try to do the same thing she did before with the last group of guards - tell them they are needed elsewhere, pretending that she and her friends are brigands working with the dragon cult people. Is that possible to do verbally, and holding her action to attack the closest kobold if they don't buy it and attack?
