The horses at a safe distance, Soar takes the lead as you head towards the apparent confrontation. As it's clear you are approaching, the one who spotted you earlier says something to the others, and all heads turn in your direction. It looks for a moment as if one of the dwarfs standing in the road might spring in to attack the leader of the surrounding group, but a sharp word from the one on the wagon seems to hold her back.
You get to thirty feet away when one of the humans says loudly: Hold, strangers. Keep your distance and don't interfere. Plenty of room for you to pass without causing us any trouble.
"Howdy, friends! Thank you so much for the offer to pass by with no trouble. Trouble's the worst! Hate trouble. Plenty of it in the world to be creating any unnecessarily. The road seems a bit crowded, but we're not sure about ranging off the path. Could be dangerous,"she says, adjusting one of her shoulder pauldrons with an ominous-looking skull emblazoned upon it. "We like to stick to the road these days. It looks like we interrupted you in the middle of a very interesting conversation."
She looks at the dwarves. "May I ask what about? I love a good story. I'd be happy to share a crazy one you'll never believe in exchange. Does anyone need help here? Helping is something we are very good at. Maybe we could all share a meal here, right in the road together and resolve anything causing any... conflict. Get all our problems off our chests."
Her affect is certainly convivial and discordantly positive, given what she's seeing. She's not letting her guard down a millimeter, however -- eyes friendly but bouncing from one target to the next, alert for anyone going for weapons or sneaking around furtively. She's sincerely trying to give them a chance to stand down. If they don't take it, however, it's not going to go well for them. She readies a thrown javelin if she sees any of the seeming-brigands raising a weapon in anyone's direction.

Before Soar arms herself (if she does), can Nate can make an Insight check to see if he can determine what the hell is really going on here by looking into the dwarfs eyes, body language, mannerisms, etc. as well as the other 8 humans seemingly holding them up. Trying to figure out if in fact these humans are doing wrong, or if the dwarfs perhaps deserved it, or just trying to get more insights about this.
Nate, the dwarves are frightened of the other group, and looking to their leader (standing on the wagon) to resolve whatever's going on. The other group look aggressive, but many of them became nervous at your approach, and you see their eyes flicker over Soar's longsword hanging at her belt and the other weapons you display - they clearly feel you are dangerous.
No, sorry, you’re right about the javelin. She won’t ready it in the rules sense - she is just preparing herself to draw and fire should this go sideways.

She is signalling for her followers to move away from you and the dwarves, though slowly and carefully. They follow her hand signals immediately.

By this point Jalt has walked up to the front of the group, hoping that the sight of a dragonborn may stop whatever tomfoolery may have been going on.
