Garrin's main concern is to try and get things under control and disperse people. He has no idea who is right, but believes that at the least the guard is simply doing his job. It is more important in his eyes to protect the innocent than to punish the wicked. He may agree with the crowd, but he needs information first and the state of the crowd doesn't really allow for that.
Garrin keeps his rapier on his belt. He doesn't want to inflame the situation. But is more than ready to use his shield to push someone out of the way, or ward of flying vegetables. Making his way through the crowd, Garrin moves to stand beside the guard facing the people, showing his support.
The yelling going on gets Ulfgar's attention, and for the moment abandons his sermon on Moradin to Falcor. He tries to make his way through the crowd as well, pushing his way around all the rabble-rousers. FOR THE LOVE OF MORADIN LET ME THROUGH AND CEASE THIS AT ONCE

Falcor hesitating slightly as they all approached the crowd more apt to head indoors to the tavern but seeing the rest of the group move to try and disperse the crowd will follow beside Ulfgar repeatedly saying “Excuse me...Pardon us....Make way please” even as Ulfgar moves through the crowd like a bowling ball.
Garrin manages to slip through the crowd weaving in and out of the angry denizens of Saltmarsh. He manages to avoid the thrown objects, too. He is closest to the guard.
Emilia tries to do the exact same, but can't find an opening big enough to squeeze through. That, and the flying vegetables and fish are kind of bothering her.
Bheran and Aidan both find themselves in the paths of some rougher, tougher seamen. Anytime they push through, the seamen simply push back, though they aren't really paying you much attention.
Ulfgarmanages to push through the crowd with relatively simple ease. The natural Dwarvish strength gained from forging and mining parts the angry sailors like a ship on the waves, leaving a path forFalcor and the rest of the party to reach the guard.

Garrin moves in beside the soldier on his offhand, allowing the guards weapon to me unimpeded. His stands tall and firm with his shield braced and watches the crowd. Without taking his eyes off the crowd he talks to the guard in a calm voice.

The guard nods at Garrin, trying to shout over the crowds continued chanting and screaming. Another tomato whizzed between the two, splattering harmlessly at the jail door. "We'll take all the help we can get. Help me calm these rabble." After all, if he was a mercenary in Baldur's Gate of all places, this wouldn't be a tough challenge for him, right? "Best not use violence unless we have to. Use the blunt end of your weapons and attempt to calm everyone down. I don't want to deal with a riot."
Despite Falcor's best intentions, the crowd responds with another barrage of rotten fruits (and someone throws a watermelon). One man stumbles out into the clearing that Ulfgar made. He is dressed in a white (or what was originally white) shirt and brown breeches. He wears an eyepatch and has a handlebar mustache. He points a curved, shrivled finger at the dwarf, while clutching a bottle in the other hand. "'im and his kind's ilk have done nothin' fer Saltmarsh. Saltmarsh was built on the backs of sailors, not greedy money-grubbing dwarves! And I say ta the Nine 'ells with these Loyalists. This is a town fer the sailors of all kinds! Not fer the landlubbing dwarves, not fer the man who thinks Waterdeep or Neverwinter should be makin' rules, but fer the sailor! The master of the sea! The man who dares to brave the wrath of the Kraken, the Dragon Turtle, and the Sea Herself! I say we take back our own!" He moves to throw a fist in the air, but stumbles forward and falls on his face as the crowd begins to eat every word of it. In an instant, tomatoes become rocks and bricks, as the crowd rushes into a frenzy, rushing toward the jail in a frenzied attempt to take it.
Ladies and Gentlemen, I would like you all to Roll Initiative. I also need you to make me a Dex. Saving Throw at the start of each round.
