Keep in mind the town is about 3 miles away, you have to move quickly to get there within a half-hour or so. You are not noticed this far out with their focus on the town. Stealth rolls will happen closer when you have a better look at the town and where you might be going, but I'll say from here you are above and can see a basic layout, so have a map.
At this point, go ahead and choose which point you want to enter the city from, you are coming from the East along the main road, currently.

I could easily say the same i'm sure i don't need to tell you but keep your head up as well as your strength (hands the cleric a goodberry 2/10 left) and stay vigilant i don't think this is just a random attack

Tar Hordkhen grumbles, palms the shield from his back, and scratches his neck with it while looking over the cart at Kod, "Tower sounds as good as anything- maybe the ranged get the high ground if it lands." He cinches gear tighter... "...or maybe we jump on its back on a flyby and ask for directions, or spit in its eye." , and then breaks into a steady jog ahead of the caravan.
As you near the town, running down this hill, you realize that this isn't just a dragon attacking. There are figures running from homes and figures trying to set homes on fire. There are people running for their lives and people looting. There are what appear to be common townfolk and what appear to be folks dressed in black robes. There are groups of kobolds and giant lizards.
Furthermore, in the time it takes to get close to town it appears that the dragon isn't constantly attacking. It swoops in for a strafing run or two with its breath weapon and then disappears into the night sky for a while before coming back for another run. It's actually out of sight more than it is making attacks.
You make it to the East edge of town. Fires and a half-moon illuminate everything in dim light so that even those without darkvision can see. Fortunately, thatch isn’t as flammable as it looks. Most of the flames come from haystacks and barns, not from homes or shops.

.... right.... i think the most effective action is confront those black cloaked figures try and calm down the looting by restoring order and drive off those deplora..... misguided kobolds that are probably just misunderstood but need to leave regardless.
