The standing water ripples in response to your movements. It is cold, and has a salty tinge to it.
Two human bodies lay dead near one of the window, which weren't immediately apparent to Quill when she was popped into the room. One of the bodies you recognized as Brenner, the guard captain. The other, whom Nestra identifies, wears finery. "Briggs." She bows her head. "The fool. What happened here?" She looks around as if an answer will pop out of thin air.
The two bodies are drenched in this seawater, and their eyes are wide open in a death-stare, as if they died in horror.
"Brenner was the one that arrested Harthnal, and when Harthnal's wife was discovered, some... cultists, or members of some sort of society, in any case... tried to take her away. Either Harthnal and Sanra are very important for some reason, or Brenner had friends that would do him a favor," Ink offers.
"Flint - do you have it in you to ask a few more questions? How many... individuals... could you interview? I still have that one squid tongue in the bag."
"Sanra, are you sure there's nothing you or your husband may be attached to or possibly discovered that would draw the ire of this... Society? Anything could be a clue - even if you think it's not connected."
"In the meantime..."
Ink goes about inspecting the bodies, not particularly bothered by the horrifying visages... He asks Don for help and Flint for some divine guidance.
He searches the bodies first, provided the Waterbaron gives him permission to, seeking any personal effects, sigils, marks, anything that seems uncommon... he also inspects their bodies for tattoos or body dysmorphia reminiscent of squid tongue.
In time, he'd again ask for help and guidance in order to search the room at large for evidence of what may have entered, what may have transpired, and points of ingress / egress... Including evidence of the conjuration of elementals or other magical conjuration or transport. If afforded the time, he'll cast detect magic as a ritual in order to aid his efforts.
Upon reaching the ship Matrix will tell them to take to the air for a bit, they will signal them when ready to board. He then faces Harthal and says "my comrades will keep her safe, I assure you. I'm going to meet with them now. Behave." As he turns away he pauses "oh, and one more thing..." in the blink of an eye Matrix punches him in the face, "that's for spitting in my face, don't do it again." He then heads out
Harthal collapses against the ship deck, but quickly rises and glares at Matrix. "I'm coming with you!" He says defiantly, as if he won't be dissuaded. "She's not safe, I'm telling you. That guard captain will kill her."

Besides with both of you running about, the risk of either of you getting killed triples. Don't let your pride lead you to ruin, she survived without any protection at all for several days. Now she has help. If you insist on going with me then I'll wait here instead."
Ink discovers a note in Brenner's pocket, with an address on it. It nearly disintegrates when it comes out of the pocket, but thanks to careful extraction, it remains intact enough to make out the street number. Having spent a bit of time in Yartar, Ink recognizes the street name as being in the well-to-do part of town.
(If you'd like, anyone can make a Wisdom [Medicine] check to determine cause of death of either of the victims)
As for the scene, the only apparent odd thing about the area is the fact that gallons and gallons of seawater have somehow found their way this far inland, and into a second-story office. Ink discovers bits of seaweed and sand on the floor and on the corpses.

Don walks over to Brenner. He places the flat of his hand against Brenners chest and pushes down, checking to see if any water comes out of his mouth on the compression.
Once that is done he walks to the window and checks the sill looking for signs of escape that way.

Water comes out of Brenner's mouth in response to Don's compression.
They don't seem to have drawn their weapons. It could be that they were too scared, or didn't have time, but it's impossible to know just looking at them.
"Ok... it looks like they drowned.. so maybe not a water elemental but another spell. If it was an elemental they would probably have drawn their swords."

Flint can tell that the cause of death was drowning, but both victims show signs of perimortem bruising consistent with heavy, indiscriminate bludgeoning.
Under the effects of the spell, Brenner’s eyes loll around in his skull, eventually fixing you with an empty stare as he offers his gurgling replies.
