The water elemental sloshes down the street, hemmed in for the moment by fallen snow, and likely hampered by the frozen ground. As it rushes downhill, it leaves behind extremely slick ground.
Anyone who wishes to run after the elemental may take the Dash action, and must this round also succeed on DC 15 Dexterity (Acrobatics) saving throw (unless you're flying). If you elect to do something other than the Dash action, you risk falling further behind.
Ink is able find the side street that the elemental took, and manages to overtake Don and Flint by using his teleportation spell.
The elemental seems to be heading downhill towards the river! Ink and Matrix have the elemental in sight...what do you do?
Ink reaches out with his ruby enhanced sword... as he does, Quill dives down at the water elemental, distracting it and [action]help[/help]ing Ink line up a shot... The blade frosts over and an ice knife shoots out towards the water elemental!

The water elemental seizes up at the ice damage, giving Matrix the chance to get in close with the watery creature, and giving Don another chance to catch up. (Matrix can attack at close range if he wishes)
Everyone who's chasing the elemental this turn needs to succeed at a DC 15 Strength check, as the elemental squeezes under the doorframe of an abandoned house to try and get away. You'll need to smash through the door or the window in order to keep up.

Leaning forward and taking a runner's stance Matrix focuses his ki to double dash, flashing past his allies! The slick path offering no resistance to his stride as he gets next to the elemental starting to slip under the door and fires point blank, followed by a quick double kick! Just as it slips under the door Matrix reflexively fires at it again! The door now in his way he fires at the latch and tries to kick the door open.
Flint summarily arrives behind Don on the floating disc.
The elemental now seems to be inside this abandoned house; at least, Quill can't seem to locate it.
Getting inside the house is a small matter now, as Matrix has destroyed the lock. Apparently, the heavy wooden door opens the reverse way, towards the outside, rather than into the interior of house. Pulling the door open, you are able to see a house full of ratty furniture; some covered in drop cloth, and other pieces splintered or damaged beyond use. There is some evidence of past squatters, but the house seems empty.
You don't see any immediate signs of the water elemental.
