You are a scholar, a rogue, a healer, or a heavy but you also won a highly covetous position as a new explorer at the Holbright Institute of Higher Magic. This illustrious group has been tasked with unearthing arcane artifacts from the ancient site of a fallen magocracy known as Ellyria. This sky city once ruled the lands below from above. For a thousand years it flourished and expanded until one day it plummeted to the earth with no documented survivors. What sets you apart from rival organizations investigating these ruins spanning hundreds of miles is the founder Gemini Holbright's belief of preservation through documentation and excavation. She champions the intent to study these artifacts for the betterment of Embera. The Holbright Institute does not sell the artifacts to the highest bidder nor do they hoard them in dank dark rooms to only be seen by members of the institute's elite. No, the Holbright Institute of Higher Magics strives to allow others to study the artifacts as well as possible replicate these wondrous works if they prove to have no malice in their purpose. Why? Because arcane magic has all but faded from the lands of Embera. Now less and less of Embera's people can call on its boons and the capitol city of Zozobra of the New Republic the scholars at the Holbright Institute of Higher Magics are trying to reverse the curse, a six hundred year old mystery that begun with the cataclysm that brought Ellyria down from the heavens, that seemingly begun the end of the arcane as Emberains knew it. The time period now known as the Spell Plague the growing risk of wild magic surges have increased tenfold as control over the arcane has all but faded from the lands.
The hook:
As a new sinister mist envelopes the already perilous ruins, new opportunities arise for nobles and common folk alike. The Holbright Institute of Higher Magics believes your skillset would be highly beneficial during a private expedition and have requested that your investigations be kept discreet as not to draw covetous attention. Name : Garon
Race : Dragonborn (Gold Dragon)
Class : Paladin (Oath of the Crown)
Backstory :
One cold winter night, a Dragonborn toddler was left in front of Holbright Institute of Higher Magic. The poor kid was a disabled, can only speak a few words and communicating with others through growling and roaring.
Gemini Holbright pitied the child and decided to take him under their wing. Years later, the skinny small kid has grown up into a strong but gentle giant. Garon looks on Gemini as his mother and other agents as his siblings. As soon as he reached adulthood, Garon started to help Institute to salvage artifacts.
Garon's big body and muscle were a quite useful for salvation. But not all adventure had happy ending. There's one time salvation team was attacked by terrible monster. Several agents were died and Garon was seriously wounded.
In a feverish dream, Garon met a old wizard in gray robes and hat.
"Greetings, Garon. I am Fizban. I came here because I've heard that you're good boy!" "Yes, Garon is a good boy" To Garon's amazement, he can speak normally in the dream. "Great. I will grant you one wish for being a good boy" "Thank you gray man. But why?" "Because today's a birthday!" Garon was confused. His birthday was two weeks ago. "Then it's my birthday! Or my sister's birthday. Or somebody's birthday. Everyday is someone's birthday!" Garon thought the old man has good point. He must be a very smart man. "Garon wishes to be bigger and stronger. Garon's family dead because he isn't strong enough" "Oh I thought you would wish for a little pony!" "Garon wants a pony. He always wants a pony. But there's nothing more precious than family" "Your wish was granted" The wizard smiled. " And because you're such a good boy. I'll give you a very big pony for free!" "Really!! I love you Fizban!"
Just when he is about to give the old wizard a back breaking big hug, Garon awaked from his sleep. Then Garon realized he became .......the Paladin of Bahamut!

Name: Dórey Brandsdóttir Race: Lightfoot Halfling Class: Wizard (Order of the Scribes) Backstory:
Dórey was no stranger to the towering spires of great city library as a child. Her mother - Lovisa Brandsdóttir - was a devout worshipper of god of knowledge, and at least twice a year she would lead Dórey and her half-dozen brothers and sisters on a journey from their home to the athenaeum.
Unlike her siblings who were always unsettling during the visits, Dórey would sit quietly behind her mother and read by herself. Suffice to say Lovisa tried to get Dórey interested in religion and the spiritual rewards of accumulating knowledge. For Dórey however, the appeal was something else. It was the blackness of the ink, the smell of the parchment, and the knowledge it contains.
It was only a matter of time, of course, before Dórey encountered a man of the rare kind who habitually carried books on his person: a mage from Holbright, who happened to be in town during a caesura between his adventuring travels. Dórey saw him in a tearoom where he was trying to get some peace and quiet to copy a spell scroll into his spell book. Fascinated by what she saw, Dórey glanced at the scroll and began making a nargels copy of her own on a piece of parchment.
The wizard noticed this, of course. Even though Dórey at the time had no idea what she just wrote down, he was stilled impressed by how quickly she had made the copy and the quality of her penmanship. He asked her if she would like to learn how to duplicate spell formulae the proper way, and Dórey leapt at the chance.
After that, every time he was in town, he would teach her arcane knowledge in exchange of her scribing service. In time, Dórey was receiving invitations from other wizards in the region to come and scribe for them. As payment, Dórey did not take gold. Instead, she accepted books and knowledge. Specifically, the knowledge of the magic that was held in the words she scribed. The last time he visited, he gifted her a spell book (Arcane Grimoire, +1), and wished her all good luck.
Years passed, Dórey joined the athenaeum but remained an itinerant scribe, were offering her services to other wizards less and less, and expanding instead her own knowledge and personal library. And so has it been to this present time, where Dórey is given a chance to travel the lands and discover untold mysteries and ancient artifacts. Thanks to her mother’s belief, Dórey has never doubted that her acquisition of knowledge would eventually take her on an adventure that would yield a tell-worthy tale of her own.

Backstory
Garron's village was periodically raided by a Nargel during his childhood and it was then that he began to develop his distrust for the magical. The Nargel was a magical beast that had been summoned by a wizard who snuck into and plundered an artifact from the ruins of Ellyria. After using the artifact to siphon some of the beasts power for himself, the mage released the beast upon the surrounding countryside without a regards for the damage that it could cause. One day, the beast broke deeper into the village than it had ever come before and killed a pregnant woman. At this time, the elders of the village decided that it was time to do something about the beast and they sent their finest warriors out to slay it. Garron was a boy at the time, but he longed to pick up a sword and fight the beast with the other men.
When the men returned victorious, Garron was thrilled and he began to train with some of the more proficient warriors. Unfortunately, Garron's strength was subpar compared to many of the other warriors and thus he was neglected by the warriors causing him to fall further and further behind in his studies of the sword. Frustrated at his mentors and himself for his inability to develop his weapon skills, he took his sword and left his small village to find someone who could train him. Unfortunately for him, the first person he came across was none other than the mage who had set the Nargel upon Garron's village many years ago, and it just so happened that the mage was looking for a subject to test some of the more dangerous artifacts that he had recovered from the ruins of Ellyria on.
Whisking Garron away with his magic, the mage bound Garron to a table in his lair and conducted experiment after painful experiment on the poor Garron. One day, after a long day of experimentation, where the mage had expended almost all of his magical powers, the mage made a mistake. Whether it was a slip of the mind, or an honest folly, the mage accidentally pulled a lever that released Garron instead of the one to open his lair. This was all the opportunity Garron needed and he leaped into action grabbing his sword from where it had been stashed during his capture and with three quick, furious blows, brought the mage down. Terrified by the magic surrounding the lair, Garron grabbed a trinket off of the mages body and sprinted out of the lair without looking back.
For the next five years, Garron dedicated his life to exterminating the horrendous mages that chose to steal from the ruins of Ellyria for their own benefit and ending the plundering of the fallen city. He found that the mage's trinket was in fact a magical artifact that protected him from the most basic of attacks from mages. His lack of skill with the sword was compensated for by this trinket as well as his raw fury at the practices of the mages who chose to steal artifacts in order to gain power at the cost of knowledge for the rest of the world and with a complete lack of regard for ordinary folk.
Recently, Garron has noticed that he has begun to manifest the same powers that he has seen used for great evil in others. Both terrified and confused in his powers, he approached the scholars of The Holbright Institute of Higher Magics for assistance, as they were the only group he knew of that did not uncover artifacts from the fallen city for their own benefit and instead chose to share their power with the world. After being told that his 'affliction' was irreversible and a result of years spent too close to the ruins of Ellyria and the experiments that had been conducted on him five years ago, he was told that his skillset was being requested for a specific mission. Normally Garron would be hesitant to accept a mission from an organization, as he didn't fully trust any of them, but his mind was numb from the knowledge that he was 'cursed' with these magics and so when asked to join a group for a special mission, he instead just nodded absently.

You can tell from her practical dress that she isn't afraid of hard work and the symbol on her satchel speaks of some religious holdings. Her cloak is travel worn and a bit patched together but still in good if odd condition. "I'm a little new in town. I heard tell that you had a problem with nargels. Not sure what to do with them but I am willin to learn." Easy going with an air of confidence, Ms. Bennet relates to you that she was once widowed, her late husband (bless his soul) was eaten by something out of nightmares. Through the faith of (insert campaign god) she was able to fend off the miscreant dead and smash in its head with her husband's hammer. She was accused and found guilty of double homicide, spending a good 10 years in the slammer. But she never lost faith. She kept up her prayers and took up the hammer in the prison shop. Got out early on account of good behavior. She's looking for a new place to park her wagon, and maybe do some good.

*All magic items need to be uncommon and under 1500 gp. I get final say as well!
I get the ruling and the reason for it. It is completely understandable, and I'm trying to act following it, but I do have something to point out. In the rules for the game, magic items don't have a price listed next to them. There's something in one book about prices but it's listed per rarity, so all uncommon items are in the same category, not one more or less expensive than the others.
Just another question. @RiderofRohan; When do you plan to select applications?
Also, if there is anything in the backstory that is incongruous with your world, please let me know! I tried to write as generally as possible (no names, places, or specific items) but I may have accidentally included something that is problematic.

You can easily Google and find a price list. Do a little leg work and if I think what anyone's choose even in the price range is OP I'll request a new choice.

Gotcha. I'll just say my thoughts that those are unofficial, therefore numbers will vary, and so I don't know if it is a good way to vouch whether an item is worth 1500gp or not, but I'll say nothing more on the matter. I'm just picking a +1 weapon, and I doubt those are gonna be considered OP.
I hope I don't sound too confrontational, I'm just trying to clear my doubts and express my opinion, but I'm not saying the way you're doing it is wrong

It actually looks fine. I'm presuming youre looking at the second 16 and 14?
You can see the reroll of the ones then on the 14 the reroll was a 1 and being the lowest of the 4 was dropped.

The rest were fine, but the second 16 and the last 14 is messed up. I'll wait and see what the DM says.
*as a note Embera has regions, towns, and religion in this homebrew world. Be flexible with your backstories ok?
*All magic items need to be uncommon and under 1500 gp. I get final say as well!
*if dice rolls are wonky we'll work something out!

Riris Swiftwhistle - Halfling, Bard (4), College of Swords - Lost Mines of Phandelver
Rellahne Vanderboren - Half-Elf, Wizard (4), School of Abjuration - The Shackled City

I revised my backstory and made sure it didn’t include any specific names or locations. My application is complete!
