I’m thinking of having Frostpunk (Steampunk, but in an icy hellscape) like technology in the colonies of the northernmost continent in my world, any ideas? (Although non-steam powered tech exists, I think steam via geothermal power would be good.)
This is a weird and interesting idea and I look forward to seeing what people come up with. At first thought, it makes me think of the Dwemer in Skyrim and the various pistons and gears their fortresses held.
Clockworks of all kinds are perfect for this, just add little side notes like clouds of steam leaking from constructs or pilot lights flickering behind glass torsos. Consider 'steampunking' monsters like a red Dragon that is instead an intelligent construct that spews out super heated steam and lets out shrill whistling instead of roaring, deafening opponents rather than scaring them.
Add in little quirks with magic items that have a suitable aesthetic, like gauntlets of ogre strength that look like arm braces with a steam powered pneumatic system instead of runes or magical glowing. What is a sword that does fire damage if not an excuse for more steam usage?
I find a theme is best served with odd details in the description, rather than being rammed down the throats of a party. Especially in this case, where technology might not be uniform across the globe. This is doubly true if the party is in the wilderness or some backwater in the middle of nowhere.
I think that your world sounds really interesting and well suited to survival games as well as exploration themed games, I imagine a party of adventurers, clad in thick furs, setting out to find geothermal vents for future exploitation by various rulers.

This is kind of a vague suggestion, but I'd scour the internet for information on Lantan (from The Forgotten Realms setting). It's an island that's home to several gnomes who worship Gond (god of craft), and Gond showed them how to craft intricate clockworks and how to use smoke powder. The whole island is basically a steampunk setting you could probably adapt some stuff out of.
