Some of the elemental planes have functioning cities, and not only elementals live there. That couldn't happen if the Elemental Plane of Earth, for instance, was just a solid ball of rock. I think the guy above who mentioned "overlapping sections" had the right of it; there are places where the environment isn't necessarily pleasant, but it is livable.
I would say include a sky, but like you said, it all really depends on how you want it to be. If they were simply walking through a portal to get there, it would make sense for it to not have a sky (or at least the party wouldn't know if there is a sky) since they would walk through the portal and likely come out underwater since the Plane of Water has almost no islands.
But if you plan on them being lost in a storm and coming out on the other side, I think it would make more sense to have a sky. If you're thinking of it as they pass through the storm, getting battered with strong winds and waves that are knocking everyone around, and them possibly losing consciousness and then waking on the Plane of Water, it would be better for them to awake on the surface and see the sky but not know where they are (even more effective if they were somewhat close to land when they entered the storm) than if they come to underwater and think "hey how did we survive underwater that long?"
