I will attend an Adventure League game soon and I want to plan for my character’s progression. I was informed that the sequence of games will take my charcater to 4th level and “then you can use the rules to jump to 5th”. I assume this means there’s a downtime rule somewhere that clarifies leveling up. Where can I find it?
Downtime: Catching Up. Sometimes you might like to advance to the next tier to catch up with friends, play new adventures, etc. “Catching Up” is an available option at 4th, 10th, and 16th level, and advances your character to the next tier of play. In order to do so, you must pay a number of downtime days determined by your current level.
Then there's a table: at 4th level, you spend 20 days; at 10th level, you spend 100 days; and at 16th level, you spend 300 days.
I have never seen it directly answered. Personally, I usually take the entire 3800 XP when going from 4 to 5 (keeping whatever I had above the requirement for level 4). From 10 to 11, though, I think I just did enough to get to level 11, because the math worked out weirdly. Honestly, it's the honor system: do what you think is correct.

From the Adventurers League Player Guide v7.0, page 3:

Is there a definition of how this impacts xp? Do you move to exactly 6500XP or do you keep any remaining XP overflow from lvl 4?

It likely doesn't impact me much, but there are players in my game who are 200xp from lvl 5. It may not be worth their downtime at that point.
