Everything that is in the SRD is also part of the core books (PHB, MM and DMG). So yes they are official.
There are some difference in the name of some spells or items (due to the copyright). Now I dont rembeber the exact name of the spell Hideous laughter as it appears in the PHB, but there is for sure.
Another example is the spell Acid arrow. In the PHB it is present as Melf's acid arrow, but they are exactly the same.
Some of the SRD spells are named differently than the PHB for the purposes of Trademark and Copyright laws. Basically any spell with a specific person's name, that name is woven into parts of Wizards owned Intellectual Property. So Tasha, Melf, Mordenkainen, Bigby are all IP of Wizards, so they don't put their names in the SRD.

Are SRD spells allowed in AL? For example, hideous laughter? It's official enough for d&d beyond, but it's not in the phb
