Some items may appear to be very flavorful or interesting in various D&D publications but are not suitable for organized play. Any character that possesses an item on this list as of August 30, 2018 may exchange them for one of the entries listed under ‘Compensation’.
I get that if I owned say, the Giant-sized Staff of a Magi, prior to September 1st, I should give it up and as compensation, I get 24 Treasure Check Points (Although it doesn't specify tier).
But now I have a new character going through Storm King and I encounter the Staff again. Normally, encountering a magic item "unlocks" it for future purchase. But since I can no longer buy it, do I instead get 24 TCP?
Or for something not as grand, Out of the Abyss has Spell Gems that you can find all over. But they are banned too. So instead of finding/getting/winning the gems, do players get extra TCP?
Notice the document says the players MAY exchange the items. Even though the heading says banned, if doesn't appear they have to be removed from play. So technically, they still exist in the DnD world.

The Content Catalogue also has guidance for those adventures including which items are actually unlocked for purchase by the players. They do not get extra TP or unlock any of the banned items.

The items in this list are in the section headed as "Items Banned from Play" so it stands to reason that they're all banned. The word "may" is being used here as giving players permission to exchange their items for the compensation listed instead of simply forfeiting the items. If I were DMing an AL game and one of the players pulled out her Staff of the Forgotten One, they would get a quick "nope, that's a banned item" from me. I get where you're coming from though and I wouldn't want to give up some awesome item I found either.
