They are asking why, in AL, you have to be in one of two factions (Zhentarim and....Lords Alliance?) if you want to be able to play an evil character. The short answer is....because WotC likely wants to discourage evil characters in their premier play network that is used to introduce players to the game. The longer answer likely has something to do with those particular factions flavorfully making sense to house adventurers of evil alignment within their ranks.

Though certain factions might find others distasteful, individuals will put that aside and become a team when put in dangerous situations. In short, play nice with each other when things get deadly"
In a non-AL game you can work out a good backstory as to why your evil character, despite being evil, is willing to work with the heroes to save the day instead of sabotaging them. My feeling is that making such a backstory be as portable as your AL character is would be difficult, i.e. why is your character working with many different good people in many different parties to do lots good things despite being evil? A power hierarchy within an organization (a faction) is one way to make that believable. I'm sure more creative people could come up with a few more, but most of the ones that I can think of are just riffs on a faction/power structure/contract.
