My human(variant) draconic(fire) sorcerer is my first adventurers league character. I've just gotten to lvl 2 and am starting to wonder what items are worth saving up the TCP for? I had considered getting a Wand of the War mage +1 as soon as I get enough TCP for it, but I'm wondering if people have had seen more use out of other items such as one of the cloaks or just save everything up for Staff of the Magi at Tier 3?
I'm planning on getting scorching ray at lvl 3, but that's would still only leave me with two spells (Fire Bolt and Scorching Ray) with an attack roll.
Magic items are tier specific meaning you can't use Tier 1 treasure points to buy a tier 2, 3 or 4 item.
In my opinion the wand of the war mage is crap. It gives a + to hit and ignores cover while a rod of the pact keeper does hit and spell DC.
The wand of war mage is going to be used for cantrips. There are only a few wizard attack spells that it affects and those are level 1 and 2 level (chromatic orb, ray of sickness and scorching ray - Xanathar's add a couple more but again 1 & 2nd level). Once you hit 5th level or so those first and 2nd level single target spell slots will better be served by other spells, and all the area spells are saving throws.
If your DM is a stickler about weight carried and you dumped STR then a bag of holding is nice. I dumped all my tier 1 and tier 2 treasure points into GP (yes with the cheat mentioned in another post because it was still AL legal), then bought spells. Magic items are nice but I like the versatility of the wizard and a wide array of spells is that versatility. Don't misunderstand, if I you find a wand or something of attack (fireball, magic missile, lightning bolt, paralysis, etc) grab it and use it for your main attack and save those 1st and 2nd level slots for support, defense or utility.
Along the same lines, are there anything for a sorcerer to use gold for in AL 8? I've been getting this gold as I level but the only thing I'm interested in buying in the PHB are Potions of Healing. I imaging most casters (except Wizard) would have a hard time spending gold on anything useful. Am I missing something?

Your main expense is likely to be for material components for your spells. Some of them require quite expensive reusable components and others may require quite expensive expended components.
Other than that, you are probably looking mostly at consumables like potions though you may find you want to buy equipment of various sorts.
