I was told that season 8 Al 13 is tier 3. When a character reachs level 5 must go to tier 2. Even if you acquire all 4 points in every adventure, from 7 to 12, you can get max 24 acp. Going from level 5 to level 11 requires 44 Acp. (8/ level).
It may not be possible with season 8 content (I didn't check your math). You are always free to play modules from previous seasons. Maybe season 7 is unavailable if you skipped the death curse and the rules for jumping in and out of season 4 are quite restrictive so maybe avoid that one. I've played modules from a lot of seasons and they are all decent. A lot of the convention created content (CCC) is quite good too.
AL modules are not designed to be able to level a character from tier 1 to 4 in a single season of content unless you make use of the hardcover content and even then this might only be possible in season 8 using the Dungeon of the Mad Mage which is designed with level 20 in mind. Previous season hard covers would take characters to levels 10-14 or so.
Basically, AL is designed to make use of multiple seasons of content simultaneously in order to allow characters to reach level 20 and tier 4. The set of adventures played by your character become a narrative for your character alone and will not mesh with the time line or set of experiences of other characters. This is due to the multiple shared adventure basis of AL and there isn't any real way to fix it.

4 hours each level from 1-5 = 16 hours
8 hours each level from 5-11 = 48 hours.
64 hours of play to reach 11th level or tier 3.
If I play 3 hours each week that means 22 weeks to reach level 11.
