Common items are not common in AL. When was the last time you saw a player with smoldering, gleaming, or cast off armor? these items are all listed as common in the DMG so why are we overlooking these? As players they sit behind the wall of "not evergreen" so they are off limits, plus how many TPs are they? I don't see them on any of the lists.

However, "common" magic items are not. In practical terms, these were only introduced with Xanathar's Guide to Everything. They didn't exist previously. They were added for flavour and to incorporate minor magical effects like keeping your armor clean. However, this also means that they couldn't exist in any AL content already created before season 8. Season 8 content does start introducing a variety of common magic items that can be purchased.
Common magic items typically cost 2TP in AL.
But, it is important that being a "common" magic item does NOT make it a common item. If the item was common then every soldier in the army would walk into the shop and buy a set of gleaming armor since they would never have to clean it a again. Even "common" magic items are uncommon in society, not generally found or not available to everyone (at least in most games and certainly not in adventurers league). These magic items still take effort to craft. Consider that making cast-off plate mail armor would be a significant challenge ... it would cost a lot since it would be a very effective way for a soldier to protect themselves from the heat metal spell. I'm not sure that it would realistically be that much cheaper than +1 armor ... on a daily life basis, the armor that only takes an action to remove would be far more convenient.
Anyway, the season 8 content has begun introducing common magic items as unlocks and if you play the content you will be able to unlock some of them.
