The Wayfinder's guide to Eberron is playtest material and not AL legal, I believe (probably 65% sure) that Ravnica is AL legal and would count as your +1 book. Or if it's not, then that's weird to me, but I guess the purpose of that would be to refrain from having a Loxodon in Waterdeep, which seems like an odd problem to have. It would just seem odd to me for them to release an official sourcebook and then not allow it in official play.
Eberron is AL legal EXCEPT that you can't mix characters created for the Eberron AL content with characters from the Forgotten Realms AL content. There were a few official AL Eberron modules produced during season 8 and there might be some Guild Adept Eberron content that is also AL legal. (The content catalogue 8.07 lists about a dozen tier 1 and 2 adventures)
However, the key element is that "Characters built using these rules and played in the Eberron campaign can’t be played in any other campaign."
The AL legal Eberron sources are:
"Steps 1 & 2: Choose a Race and Class Your 1st-level character is created using any race and class options in the Player’s Handbook, Xanathar’s Guide to Everything, and the Wayfinder’s Guide to Eberron. ... and to answer the OP. Ravnica is not AL legal.
I'll also add that my local game store hasn't run any of the Eberron AL content so I don't know how much play it is seeing.

The AL Player's Guide for season 8 (version 8.2) controlling how you create AL legal characters lists the sources which I cited above and the Ravnica source book is NOT listed as an AL legal source for character creation. (I think I confused things by mentioning Forgotten Realms - there is AL [which happens to be set in the Forgotten Realms] and then there is the Eberron AL campaign). The regular AL is limited to the following sources and Ravnica is not one of them.

AL is ONLY set in the Forgotten Realms or in Eberron. There are separate character creation guidelines for FR and Eberron characters. There is NO AL legal Ravnica campaign.

In any case, the Guildmaster's Guide to Ravnica is not a legal source for making any AL characters. The reason it is not included, as far as I know, is because it is a setting specific source book and AL is not played in that setting. AL is currently only played in the Forgotten Realms or Eberron and AL characters created for FR can not be played in Eberron and vice versa. Characters are AL campaign specific.

Can we use this book in Ebberon or any DDAL season? I don't think so, I didn't see it on the Content Catalogue or any other DDAL document.
Will it be legal later? If so, can we use it in forgotten realms or Ebberon later?
