So in AL you can't be things like aarakocra (spelling) on account of their being able to fly right from level 1
However Storm Sorcerer is legal despite:
Starting at 1st level, you can use a bonus action on your turn to cause whirling gusts of elemental air to briefly surround you, immediately before or after you cast a spell of 1st level or higher. Doing so allows you to fly up to 10 feet without provoking opportunity attacks.
im assuming it's because its 'not really flying' but it dosen't really give me a lot of direction- am I technically just 'jumping' really high? am i even 'hovering'?

I guess it is because the Aarakocra can fly as much as they want without really expending any resource, or as an added effect of spending a resource to produce another effect. It would also not technically allow the Sorcerer to remain airborne.
Also, the Storm Sorcerer feature (unless I am mistaken) is more like a momentary boost of movement, propelling the Sorcerer in any direction desired by 10 feet. This movement being defined as "flying" is to facilitate ruling on vertical movement, difficult terrain and other "ground" effects that might influence movement.

Yes it's legal. The rules are to prevent level 1 characters being able to fly unlimited, like Aaracokra can. The rules are fine with limited flight: like 10 ft only when you cast a spell for storm sorcerers or the 1 minute for protector aasimar.
AL is also fine with Protector Aasimar flight which can be used for 1 minute once/long rest. (assuming you picked Volo's as your +1). The issue is with unlimited flight at low levels since it can make some of the content too easy to deal with.
