I've recently started PotA and my group is really getting into it. We're just on the initial level 1 intro quests and they did Last Laugh in our last session. From what I can tell, that quest was mostly for flavor and some fun role-playing with the curse/nightmares. But the group has glommed onto the note wrapped around the arrow and now think Valkondar is some major player in the adventure I've been hinting they're on!
Problem is: I don't know who Valkondar is, and I don't want to make something up only to find him later on in the adventure. Unfortunately, I can't "find" in the hardcover book like I can a PDF file. I searched, and there's nothing here and Google came up empty with the exception of a brief bio someone wrote for him. But I don't know if that relates to something in the book, or that's what they came up with for themselves.
Is he a character later on, or is it safe for me to make up whatever fits for my group?
I really don't know. A lot of the adventures assume that the level one stuff won't be played because they are made to be played immediately following the starter set. Personally I would say before starting any adventure/campaign book it is essential to have read the entire thing at least twice, so that you know what is going to happen and how important and not important NPCs are and how to weave in other plot elements. For example, It might be really important for the PCs to trust a certain person and if the PCs are starting to not trust them, it might be worth knowing you are going to need to deal with that.
Hopefully someone who has actually ran the adventure can help you out though.
There's nothing in the book that pertains to him at all. There might be something in another adventure book, but I'm not sure.
I'm assuming you are talking about the Obsidian Portal entry: that is a specific person's entry for their campaign (Obsidian Portal is basically a campaign diary). There's nothing that I've seen in any official books. I don't know if they meant to put it in and forgot to do it, or if they intended to leave it unanswered to allow you to make it a unique part of your campaign.

Okay, so it should be safe for me to create something about him on my own. I think the group is taking the "Last Laugh" intro quest as a major part of the main story, so I'll have to prevent them from obsessing over that... or just work it into the main story somehow. Hmmm, ideas!

Lol, one of my PCs had that written on her character sheet for the ENTIRE campaign.
I never addressed it. I felt the mystery was better that way.

Meh, I think it builds a much larger scale to the world. Think about it, the content of PotA takes place in the Dessarin Valley. Sure, you can travel outside of there, but the entire adventure resides there. Odds are, someone with such a sense of self worth, isn't going to remain in a small town environment any longer than necessary. Maybe they died on the road, maybe they joined one of the cults, maybe they are in Waterdeep laughing it up in a thieves' guild somewhere.

Either work it into the main story or have them discover more about him as a future story arc once they are done.
