Hero points have worked well for my group through our entire range of play thus far (1st-13th levels).
The power of each point seems pretty standard across all tiers of play - turning some failed rolls into successful ones - though what type of roll a point is used on did seem to change some as levels progressed, being more frequently used on attack rolls at lower levels and saving throws (such as against paralysis) or ability checks (such as to escape a creature's grasp) at higher levels.
The number of points seems fine too. My players would save them for something that felt really important, rather than just spend them at every opportunity, which shows they aren't given too many. They would also spend most or all of them before leveling up, but not always all of them, which shows they aren't given too few.
As far as when they reset, I can't think of a way for the players to abuse the system to get an unfair advantage, so that works fine for me.
I'm using them in the PbP game I am running on these very forums (Void Beyond the Stars, Void Beyond the Stars: Otherside, and Void Beyond the Stars: Inner Realms). So far, they are rarely used since you don't get many at the lower levels that they are playing in at the present time, generally only being used to turn a miss they know to be narrow into a hit, against the bigger threats. I suspect however, that turning a failed Death saving throw into a successful one is going to become more common, since we have decided to make the DC for them 15, and made it harder to revive.
I feel the rate at which you gain them is fine, as is the number you have.
