Common enough hunters tool, a treble hook is a barbed hook on a rope that you could throw and try to stick into someone. At that point you'd have them attached to a tether. Just looking for input from other DM's on how you'd handle this mechanic in a balanced way.
Martial ranged weapon; 1d4 piercing; range 20'/length of rope; Two-Handed; if the attack hits and the target fails a Strength contest, they are now grappled and you can repeat the Strength contest as an action, pulling them 5'*Str towards you on a success, but they can use an action to take the hook out, with a Dex check to avoid another 1d4.

Probably a ranged weapon. I would say it would be essentially a thrown dagger and uses the stats for daggers. The rope would probably only allow you to return it to your hand to use again rather than doing anything on its own.
I wouldn't say it would grant a grapple check because then everyone would use a weapon tied to a rope to make a grapple check also. (Why wouldn't it work for arrows, daggers, or any other thrown/ranged weapon capable of supporting the rope.)

Why wouldn't it work with a knife/arrow/whatever? Because those aren't grappling hooks.
