I’m looking for a class that I could manipulate blood. eather something that is base game or maybe a homebrew subclass. It’s for a vampire character so blood hunter wouldn’t really work because I was told there thing is basically hunting vampires and other things like that
Players aren't really meant to play vampires, the only text that relates to it would be under vampire spawn in the monster manual. Going by the advice in it, it doesn't seem like a player character that is transformed into a vampire is intended to really stay under player control any more. I think Ravenloft has a Dhampir option, which is basically a half-vampire, which is playable. Van Richten's Guide to Ravenloft would be the go too for that one, i believe.

I agree with resistance that a dhampir is a good choice for a species.
But for a class, I think you probably get to it through re-skinning. Like a barbarian rage is bloodlust. Or say your rogue sneak attack involves (non mechanical, purely fluff) draining blood. And probably there’s a few ways to get at it through warlock, where your patron could be the vampire who sired you.
