I would like to create a set of homebrew items that add an "Artefact" bonus equal to their proficiency to a skill. I've got it to work on skills they aren't proficient in, but if they are already proficient in a skill it does not add the bonus. How can I add this to the homebrew item?
I wanted to add another bonus (artifact) equal to proficiency because of that constraint. I guess that isn't possible? For example, if their poficiency is +2, ability is 3, and have expertise, I'd want their new skill bonus to be ABILITY(3)+PROF(2)*2+ARTIFACT(2) = 9
So you basically want x3 Proficiency? Unfortunately you're correct, that is not possible. DDB essentially makes possible what Wizards presents as options, and x3 Proficiency has not yet occurred in any published material. There is a workaround for you, however.
You could do that by having the item grant expertise, and also having a flat bonus to the related skill being +2. Then make multiple versions of the item (Bow of Arrow-Firing (1-4), Bow of Arrow Firing (5-8), Bow of Arrow Firing (9-12), Bow of Arrow Firing (13-16), Bow of Arrow Firing (17-20)), changing that flat bonus by 1 for each tier.
The character would have Ability (3) + Prof (2) = 5
When they equip(/attune?) to the item they would then gain the effect of the (Expertise) modifier (Proficiency increases to 4 (or higher at higher levels)), and the effect of the (Bonus) modifier which would bring them to 9, and then they can switch to the other item at level 5 to change that flat bonus, etc.
just dropping by to mention that, when you set-up a modifier, it is possible to add proficiency bonus to it dynamically in the ADDITIONAL BONUS TYPES field.
The screenshot below for example would give an AC calculation of 16 + proficiency bonus, effectively allowing it to scale with level.
Hi. i tried doing this for the attuned item additional bonus and it doesn't seem to be working? i wanted to granted a bonus to ability checks based on how many items the player was attuned to, so i set the modifier to bonus, modifier subtype to ability checks, and additional bonus types to attuned item count, but it doesn't change add any bonus despite having three items attuned. i was hoping this would work for a "dragons hoard" mechanic im trying to implement.

After you add anything to, change anything on, or remove anything from any homebrew, you MUST re-save your entire homebrew using the main [SAVE CHANGES] button under Basic Information or the system won’t pick up your changes. After that it can sometimes take up to 20 minutes for those changes to push through to the character builder-sheet. Okay
i'm trying to create a feat that gives a bonus to passive perception equal to your proficiency bonus and set up a modifier to do this as explained above, but it's not working
any idea on what might be going wrong?
i saved all my changes yesterday after i changed this and a bit of text. the bit of text was changed but the modifier is not getting aplied

If you have proficiency, you can't gain proficiency again. The item would need to grant expertise in a skill, which adds twice proficiency.

That simply might not work since the normal way to gain a bonus equal to PB in passive perception is to just get proficiency in perception.

shame that it's an option but not working. gonna see how i might make it work in some other way without having to make one for each proficiency bonus
You did remember to re-save the whole magic item after you added that Modifier. Right? And then to give the system 20 minutes to update?

yes as mentioned i gave it a whole night to update and i know i resaved the whole thing because a text change i did is vissible in the feat
