I have just put this spell together really quick and could use some help working out the kinks in it.
Arcane Force:
Casting time: Reaction
Range: 40 Feet
Components: V, S
Duration: Instantaneous
School: Conjuration
Attack/Save: None
Damage/Effect: Buff
You will the arcane forces that surrounded you to do an extraordinary feat. Create a barrier around a creature of your choosing to give disadvantage on an attack, Grant a creature of your choosing advantage on a saving throw of either Dexterity or Strength, or move a creature of your choice 10 ft back. The stress of summoning the arcane forces weakens you. Take 1d6 necrotic damage for every other 7th lvl or higher spell that you cast until you finish a short rest.
My thought this seems more like abjuration/divination then conjuration and seems like it would be a lower level spell since it only lasts one action.

I suggest removing the negative affects of the spell because most people will only have one 7th spell so you would rarely run into multiple castings.

With that slight rework, I notice two things that seem a little off.
1. Casting time. Check the wording of Shield and similar spells: "1 reaction, which you take when [trigger]". What is the trigger for this one? Perhaps it would be better as a bonus action spell that grants time-sensitive effects to the next triggering effect on this round? The next attack, the next save, etc.
2. Theme - I like the theme, to be clear, but I don't see how an arcane barrier would grant advantage on a Charisma or a Wisdom saving throw, for example. Maybe you'll say "it's a 7th level spell, it can do that", and sure it can, but personally I'd rather it was either kept abstract in theme ("arcane energies", or "a ward", not "barrier"), or consistent in its visuals (affecting physical saves, etc).
Keep in mind, I also think it's a little on the weak side for 7th level. It certainly gives options and has a nice theme, but each effect on its own isn't particularly combat-defining that 7th level spells usually are. It feels more along the lines of Bestow Curse.
I'm gonna playtest this a bit with your alls input and go from there and let you know what happens. Here is the revised part for now. Thanks for all your input! I also went with this being a 4th lvl spell for the time being.
