I know that I can choose the 'Bonus' modifier type and then the 'Choose an Ability Score' modifier subtype to allow for someone to choose a bonus in their chosen ability.
But how do I then give proficiency in that ability's saving throw?
Choosing 'Proficiency' bonus in additional bonus types does not seem to work.

You will need to create 6 options, one for each ability, and under each option a modifier to add the saving throw proficiency for that ability.

You can only add actions to options, not modifiers though. Right?
You can add modifiers to any options. Everything homebrew allows modifiers - it used to be the only thing you can do, then you got options with modifiers and only recently have "actions" been a thing.

It seems like you are trying to recreate Resilient as a feat, right? It doesn’t work as a single feat, you have to make one for each ability score. For some reason, fears can’t add anything to options except for actions.

this doesnt seem to be working for me, either way I've tried it. I add in the proficiency modifier - choose a skill - CON and a +3 to match my proficiency bonus., and on my roll its just adding my usual +4 to the roll (19 con). Any ideas? Should it not be adding +7?

Wait, what are you trying to accomplish? If you want to grant proficiency in a skill of their choosing, you use Modifier: Proficiency and it will automatically use the character’s relevant ability modifier and PB. If you want to add a bonus to that skill, you need to use a different Modifier in addition to. Which additional Modifier you use is dependent on precisely what you want to accomplish. So, what are you trying to accomplish specifically?
