There is no limit to how many spells he can know, if he has 30 in the book then that is how many he knows. And he could still learn more. He is then limited in how many he can prepare and use each specific day (but he can switch the list of prepared spells between days).

The big difference between a cleric and a wizard is a cleric knows all cleric spells and can prepare any of them, a wizard only "knows" the spells in their book and can only prepare from those.
A wizard spellbook has no maximum number of wizard spells it can have. It starts with 6 and can add 2 more for free each level up, but can copy more from a scroll or spellbook using time and money.
If a wizard has 30 spells in their book and can prepare 20, the other 10 aren't useless. The 20 prepared can be changed daily according to needs (maybe some spells are better for traveling and others better to have around town), they can also still cast any ritual spells from their book (as rituals) even if they are not prepared.

This is in the medium range. Less than some others as Druids and Clerics get Wis Modifier + level + often two domain spells. Bards get a straight 4. But Sorcerers and Warlocks only get 2.
Wizards have a wider range range of spells and most of the top tier non-healing ones. There are few great spells that wizards do not get and they tend to be specialized like Awaken for druids.
Wizards can help out the situation via magic items, feats, race, and of course by taking a single level of another class. A wand is perfect for your favorite spell. Wands of Fireball can give you a solid 6 fireballs a day, more than enough for most days and then you do not have to prepare fireball, freeing up a spell prepared.
