The excellent class for buff/debuff uses is the bard. It is just what it does.
More combat oriented class are sorcerer and warlock, so dont go for those.
Wizard, druid and cleric can be build in order to have only buffs debuffs.
So I was just about to make a post to ask what type of spell caster one of my characters in my PCs background should be, I want them to be more combat so now I can narrow it down!! Thanks!

Current Character~ Anastael Lasselom, Druid of the Moon Lvl 3
If you were dipping especially its possible to make a Warlock be less combat focused- Some of their eldritch invocations are particularly useful here.
Bard is a great buffer/debuffer, Clerics, Druids and Wizards all can be built as buffer/debuffers.
Warlock choice of non attack cantrips- Blade Ward, Friends, Mage Hand, Minor Illusion, Prestidigitation, True Strike.
Warlock spells :
Hex is a debuff, it also adds to the damage of all your attacks, Expeditious Retreat (Buff to self), Comprehend Languages (Buff to self), Protection from Evil & Good (Buff)
Higher levels of Warlock do have buffs and debuffs,- Spider Climb, Invisibility, Fly, Tongues and more.
Eldritch Invocations: Armor of Shadows, Beast Speech, Beguiling Influence, Devils Sight, Eldritch Sight, Eyes of the Rune Keeper, Fiendish Vigor, Mask of Many Faces.
Yes the Warlock seems focused on combat, but their utility and variety is good, just needs a little more thought.
If I wanted to create a Magic User for a novice player, or someone who only had played a fighter, i'd suggest Warlock. But If you wanted that Magic User to be exclusively a Buffer/Debuffer then I would choose Bard.
Bard is like the default magic user support class. Paladin is basically a fighter with magic as support to begin with. A Wizard/Sorcerer could potentially be buff/support themselves. Though, there are some spells that beg to be taken with those classes that aren't straight up support. Warlock is probably the less useful. Cleric is a valid option if you prefer heals over buffs.
One thing I don't like about buffs in 5e is concentration. At higher levels it can be tough to keep concentration up with the amount of damage monsters do.

All damage would be from their multiclass as a fighter... what class/ subclass is recommended and what spells should I go for?

I feel like the game comes with a pre-built option in the Paladin. Basically a fighter with spells many of which are buffs.
