Probably not, as conjure barrage isn’t an attack (no attack roll, it forces a saving throw) and the masteries seem to be based on making an attack with that weapon. But we won’t really know until September when we see the exact wording of how weapon masteries work. Not to mention we see if the wording on the spell has changed.
The clear intent of Weapon Mastery would say that they don't get used with something like Conjure Barrage, because you aren't attacking with the weapon, you're casting a spell. Maybe the final text will be more explicit, but at least some of the Mastery properties say that they apply when you hit with a weapon attack.

I doubt it, but if conjure barrage is as bad as I remember I'd likely allow it as a DM.
