I really like this UA personally. Fills a niche in an interesting way. Helps you even out those odd stats and gets you some nice bonuses for skill specialization.
I think these have a lot of potential to be very useful, especially if the DM is clever and industrious enough to set up situations where such feats would be valuable such as murder mysteries, interrogations, and negotiations to name a few. I will be adding this to all my games as soon as possible.

I've had enough of the "Bonus Action: Hide, Action: Shoot the enemy with Advantage". If you "pop up" to shoot them you're not hidden. Just because you jump behind cover doesn't mean they don't know you're still behind that cover, you aren't 'surprising' anyone. This just makes it more shenanigans.
I do like how it gives a specialized version of Expertise, instead of having to take a level of Rogue (or 3 of Bard, but that's hardly "a dip").

The way I interpret that is if you are hiding behind a rock you can make a quick dash to another rock without revealing yourself because you are skilled enough to make the move when no one is looking in your direction and you are quiet enough not to make any noise to draw their attention. I didn't gather from anything written that the character is allowed an attack, but maybe I missed it.

Indeed there is nothing in the Stealthy feat that grants you an attack. It grants you only a non-detection of 10 feet and the final position still needs to be non clearly visible.
One thing about this though. How does this function with expertise? Because it is functions the exact same way but it is not called the same. Does that mean you can use this in something you have expertise in? And if you can how does that function? Do you simply "add", so that if you have a +4 proficiency bonus you get a total of +12 (+4 from normal proficiency, +4 from expertise, +4 from this?). Or do you double it so that it becomes a +16?
Personally I think that it should be stackable with expertise since you spend a feat to become extremely good in one thing. But having it dubble each other is a bit too much.

That way is broken. Regardless it is called a feat or a class feature, both of them say "you can add double your proficiency bonus" and generally when it is written the same way it is intended that they do not stack. It is like a different way to calculate AC (natural armour, unarmoured defence, mage armour....all these do not stack).
I agree though that we need a confirmation from JC.
I apologize, I personally think it was meant to be Rules As Written as Auberginian and Filecat said... I just know it will be interpreted the other way since an attack can come at any point in movement.
It says in the phb that anything that doubles proficiency bonus doesn't stack with other doubling effects. I'll try to find the page for it real quick.
Pages 173-174. It neither stacks nor is multiplied. Expertise and these feats don't interact in regards to proficiency bonus, but you'll still get the other nifty effects which might be worth it regardless.
If a circumstance suggests that your proficiency bonus applies more than once to the same roll, you still add it only once and multiply or divide it only once.
Brawny would be great for someone trying to make a grappler character. Especially with an enlarged Goliath Barbarian. "Hurdeedur! I can throw dragons and still do my taxes!"
The Medic feat is pretty cool, in my opinion. Max on one HD during short rest. That would have been HUGE in the Ravenloft game we just finished where our only healer was a bard, and we ended up taking a lot of (risky) short rests.
I like the majority of these feats as there aren't enough feats already that grant attribute bonuses as it is. Arcanist is really nice for the free detect magic once per day. Brawny I would like to know if it stacks with Goliaths Powerful Build, would make for some really fun grapple opportunities. Medic as mentioned before seems super useful for prolonged periods without a long rest. Menacing is just chock full of flavor, I can see roaring at a enemy and causing them to cower in fear. Quick fingered- is the advantage here being able to plant or take something as a bonus action rather than a full action? Silver tongued seems really powerful, as long as they fail the contest you can have advantage and avoid OAs, yes please.
Tribality did a write on these, a lot of these are a little over the top (hoping that they get toned down before they make an actual release). Mixing in some homebrew here but it does pertain. The Medic feat is one of the feats that would need reworked in my game. I don't do the whole chose a number of hit die thing, it is a silly rule, if the PCs manage to complete a short rest they get 1/4 of their HP back period. It just makes it simpler to remember and then no one has to do all that complicated maths! Especially me since PCs are notorious for failing to remember hindrances (:

Oh, this'll help my Detective Warlock build quite nicely.
I like it. All of the recent ones have helped to diversify charters into more party specific roles and help the mechanics reinforce the story.
