So I've been looking at this build for quite a while. The bard is given two weapon fighting as his fighting style, however the way blade flourish reads, compared against the way two weapon fighting in the players handbook reads goes like this; Blade Flourish - "As an action, you can make one melee weapon attack, and your walking speed increases by 10 feet until the end of the current turn. Whenever you use this action, you can also use one of the following Blade Flourish options as part of it." Two weapon fighting - "When you take the Attack action and attack with a light melee weapon that you’re holding in one hand, you can use a bonus action to attack with a different light melee weapon that you’re holding in the other hand. You don’t add your ability modifier to the damage of the bonus attack, unless that modifier is negative."
So does the bard get the bonus action of the off hand weapon? Blade flourish technically reads that you are take the "Blade Flourish action" not the attack action.
The reason i threw the hex blade in there is really for flavor and makes this character so much more viable in combat.
I don't see anything that prevents you from using your bonus action as an off hand weapon attack. I would hazard a guess that the wording of "may make one melee weapon attack" is to prevent a multi-classed character from stacking Blade Flourish with an Extra Attack feature. The Blade Flourish feature then dictates that your chosen flourish is a part of that single attack (until 6th level when you receive the Cunning Flourish feature) instead of designating the flourish as a bonus.
The use of your bonus action to attack with a second weapon, use Bardic Inspiration, or whatever other bonus actions you have seems unhindered.
RAW the blade flourish action is not the same as the Attack action, and cannot be used with the bonus attack from two weapon fighting. This makes dual wielding as a Blade useless, so talk to your DM about houseruling it.
