You are making a false correlation. Assuming the rolls are truly random, nothing that happened in the past impacts what will happen from this point further.
Also, The average roll should be an 18. Your observation range overlaps the average result and this is the expected result. The only that could make this atypical is that the "outliers" in your range all skew low (or high) from the expected result.
I have been watching this carefully for a very long time. Since passing 3d6, almost every success came after we had rolled a statistically significant number of rolls above the normal result. It shows me that it is harder to roll the top value, (e.g. an 8 on a d8, a 10 on a d10, a 6 on a d6, ...) over and over than it should be.
