An incredibly complex mechanism with whirly bits, pistons, plasma coils, and a small fishbowl with a tiny electric goldfish named Stephen in it. It discharges a coiling beam of luminous green-blue energy that wraps around the target.
Spend one charge, and make a ranged attack with this item against a beast or monstrosity you can see within 40 feet. If successful, the target must succeed on a Charisma saving throw (DC 12) or be Restrained.
If you hit with a ranged attack with this item against a beast or monstrosity that is below half its maximum hit points, restrained, poisoned, or incapacitated, the target is immediately turned into a Figurine of Wondrous Power.
While in this state, the creature obeys all the normal rules for a Figurine of Wondrous Power. Out of figurine form, the creature has a duration of a number of hours equal to the value of its type of hit dice (1d4 = 4 hours, 2d8 = 8 hours, 12d10 = 10 hours). Once used, the figurine cannot be used again for a number of days equal to the creature’s hit dice. Seven days after the figurine is first produced, the effect wears off, the figurine turns into smoke and the creature reappears in the closest unoccupied space to where the figurine was located.
How many charges / max charges does this device have? What's the recharge rate?

This item has seven charges. Recovers 1d4 charges every morning - as long as Stephen is fed his very particular diet. If the last charge of this item is spent, roll 1d20. On a 1, Stephen jumps out of the bowl and goes home.
