Is this the best weapon? No, but +3 damage on a magic weapon with no attunement is always a good thing. Even better when trying to find room in your attunement slots.
how do i get this
If you go into the dark tomb of Lord Karonox and defeat all the enemies on the second floor in under 3 turns, a secret door will open on the opposite side of the room, by the skeleton statues. Once you go in, you'll see a pressure plate- stand on the pressure plate while dodging the arrows fired at you for 2 rounds. I suggest bringing a lot of healing potions and just chugging them here.
Once you've done this, another door will open, which leads to the secret boss fight against an avatar of Orcus. Simply beat the boss to get a +3 weapon.

Remember folks, no need to be too stingy in giving out a +2 or 3 weapon after mid-level, although something with more flavorful effects is better. For example I wanted to make a wind based sword but there is no "wind damage" so I made it a +2 longsword with finesse that has charges to cast a number of wind-y spells like jump, lonstrider, zephyr strike, and homebrew wind blade, a concentration spell to make ranged spell slashing attacks.
Heck, high level Artifacts could be +4 or 5 if their other effects aren't too strong, mages get crazy staves and stuff after all. But again you've got to make it more interesting than hitting things better, without making it too strong.
