The computation of the CR here is incorrect. Following the formulas in the DMG, this should be a CR 1/4 creature.
Interesting thought.
Considering their AC is 1 lower than the CR 1/8 creature in the DMG, their health is WELL below the CR 1/4 and even on the lower end of the 1/8. And they deal 1 more damage per round than the 1/8 I would definitely put these at a 1/8 NOT 1/4.
Yeah, it would seem that this creature would have a CR of 1/8, but its defensive CR is 1/8 while its offensive CR is 1/4. Averaging those (3/16) and rounding to the nearest CR (2/16 versus 4/16) gets to a CR of 4/16 = 1/4 (if rounding properly).
It's no big deal, but I happen to be converting a huge campaign from third edition at the moment, and I am finding that WoTC didn't follow their own CR computation scheme when building the creatures in the Monster Manual.
