no, not really, but if you are bad they are hard.
Why not use them later on if thematically appropriate? Not every encounter needs to be combat and not every combat needs to have deadly difficulty. Sometimes it is nice to put some weak monsters before the players to show them how strong their characters are compared to normal humans, which basically is what cultists are.
put 8 of em in a room and give all of them a antimatter rifle and they aint a low level encounter anymore

I found giving them hex and false life , with Eldritch blast makes them rather spicy for a bit of a fodder caster.

always have a cultist encounter ready for your necromancer to raise their bodies if you want to help them out before a boss fight. Need an official undead variant please.

(Some one said they use it for for commoners then someone said samarai so i'm contnuing that) I use them for my critical role style campaign as briarwood followers and give them bite from dhampir, but yah, WHAT THE HELL!

This is actually perfect I can just up their stats when my players level up.
If you just took one of these guys and removed Dark Devotion, then made them neutral, you'd basically get a commoner but actually capable of defending themselves.
