You evoke a fiery blade in your free hand. The blade is similar in size and shape to a scimitar, and it lasts for the duration. If you let go of the blade, it disappears, but you can evoke the blade again as a bonus action.
You can use your action to make a melee spell attack with the fiery blade. On a hit, the target takes 3d6 fire damage.
The flaming blade sheds bright light in a 10-foot radius and dim light for an additional 10 feet.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the damage increases by 1d6 for every two slot levels above 2nd.

Fire Genasi get it too
You'd be better much much off with the apes fists without some generous house ruling (+9 to hit 3d10+6 damage x2, OR +~7 to hit 3d6 damage x1)
It's an okay-ish spell. I'll use it if I get it free as a Fire Genasi or on some magic item, but I think there are better uses for a spell slot.

Despite what I keep seeing, the RAW allows for there to be two attacks with mulitattack features. The casting of this spell is the Bonus Action, that's it, the rest uses the Attack Action.
Key points:
Mulitattack - Starting at 5th level, you can attack twice, instead of once, whenever you take the Attack action on your turn.
What is the Attack action?
Attack
The most common action to take in combat is the Attack action, whether you are swinging a sword, firing an arrow from a bow, or brawling with your fists.
With this action, you make one melee or ranged attack. See the "Making an Attack" section for the rules that govern attacks.
Certain features, such as the Extra Attack feature of the fighter, allow you to make more than one attack with this action.
Making an Attack
Whether you're striking with a melee weapon, firing a weapon at range, or making an attack roll as part of a spell, an attack has a simple structure.
Choose a target. Pick a target within your attack's range: a creature, an object, or a location.
Determine modifiers. The DM determines whether the target has cover and whether you have advantage or disadvantage against the target. In addition, spells, special abilities, and other effects can apply penalties or bonuses to your attack roll.
Resolve the attack. You make the attack roll. On a hit, you roll damage, unless the particular attack has rules that specify otherwise. Some attacks cause special effects in addition to or instead of damage.
If there's ever any question whether something you're doing counts as an attack, the rule is simple: if you're making an attack roll, you're making an attack.
You can just use the melee spell attack twice, since you are not casting a spell.
The arguments against, claim this is casting, it is clearly not.

Making a melee spell attack, that itself does not define a casting time is defacto the Attack action.
In chapter 9 of the PHB, under the section "Action in combat", the paragrad said
"When you take your action on your turn, you can take one of the actions presented here, an action you gained from your class or a special feature, or an action that you improvise. Many monsters have action options of their own in their stat blocks"
So it means that not every action fall under one of the category presented, and it makes clear that is a distiction from a standard use of an action, and an action given by a feature.
Flame blade's action is no different from other spells like vampiric touch, dragon breath, and moon beam.
Dont make this concentration in your game.
Did this spell make it into the play test? I'm hoping this spell gets an update for One DnD.
The spell's action to make an attack is not the same as taking the "Attack" action. They are 2 distinctly different things.
The "Attack" action follows all the rules you have listed indeed but the spell doesn't say that you use the "Attack" action. It is stating that you consume the action available to you in a turn to allow the spell to be used for a melee spell attack specifically.
How do I equip it?
D&D Beyond does not have this listed as an item you can equip on your character sheet, if that's what you're asking.
Mine is "Set your heart ablaze!"
