Deafened
Point to another creature and shout the command word to cause the target to scream uncontrollably for the duration. The target has some ability to influence what they are screaming but it is largely unintelligible.
While screaming, the target is naturally unable to cast any spells that require a verbal component and any creature able to hear within 10 feet of the target is also Deafened.
Creatures unable to speak are unaffected by this spell.

The fact that the target can make a Wisdom saving throw to avoid the effect should be noted in the spell description. (If there is no saving throw, then the tag is wrong, and it makes the spell too powerful for a 1st level spell, basically a Power Word Scream...)
Compare this spell to command.
why does sorcerer take charisma? like should the wizard be wisdom and the sorcerer take intelligence? but that's just what I think.
Wizards learn their spells so they must recollect the knowledge of the spell in order to cast it. Charisma is often mistaken for a PC's looks but it actually means a person's general presence or force of will. When the former U.S. president Barack Obama walks into a room people notice him almost immediately. This is a person with fairly high charisma so to say. Sorcerers innately have magic and must will the magic into existence.

I'm a little confused about the deafened effect. For one thing, how long are they deafened for, and shouldn't they get some sort of save themselves? I suppose it's not an issue if it's only during the round that the guy is screaming and only while they're within range, but I also don't think that someone screaming at the top of their lungs should be outright deafened. Maybe give them disadvantage and/or -5 to audio-based perception checks?
Also, couldn't this just be a specified suboption of command? Just say "Scream!" or even "Silence"/"Inhale" if you want to be more subtle. I guess if you don't speak the target's language, it becomes a problem, but that seems rare with spellcasters. The extra range is nice though.
Oh, command is only clerics and paladins. I suppose it would be useful to have options for other classes.

Interesting spell, as a GM I would be cautious because I think it is a little overpowered for a 1st level spell, but not enough for a 2nd level spell.
Let us compare Aaaargh!? with Command, as others have suggested, Aaaargh!? empowers the range, changing it to 120 ft range, and adds an extra area effect of 10 ft radius Deafened. In return, it has an extra component, Somatic, and reduces the versatility of the spell, as Command has the Approach, Drop, Flee, and Grovel options which are not usable on this one.
I would also compare it with Entangle, in which case, Aaaargh!? still has 30 ft more range, does not use your concentration, and adds the extra effect for the target of not being able to cast. To pay for that extra, Aaaargh!? drops the duration to 1 round, instead of Restrained, the area effect has the people around Deafened, and if the person saves, there is no area effect (in Entangle the terrain ends up as difficult terrain)
Nevertheless, Command, is only available for Paladins, Clerics, and some Warlocks; while Entangle is only for Druids, which in my head makes them almost signature spells of their respective spell lists, and by that I mean spells that usually you only get if you dive into those classes, so having spells with similar effects accessible to other classes affects the balance between them.
I would say the effect, as compelling someone to do something, is similar to the Command spell, and I would think is a CHA based effect.
Based on the above analysis, I would negotiate with my players this spell as making it 30 or 60 ft range, and only for main CHA based spell caster classes.
I say negotiate, because as I always tell my players:
That's incredible. A simple spell, that brings music to one's ears, except anyone near the screaming creature, who I am sure are less happy then I am.
