You touch a creature that has died within the last minute. That creature returns to life with 1 hit point. This spell can't return to life a creature that has died of old age, nor can it restore any missing body parts.

This is exactly how I run my game, any spell with material components with no cost associated with them (wire, bat guano, cinnamon sticks, whatever) that's just in their spell bag and I don't make them keep up with how much they use or replenishing that. I don't want to deal with that minutia.
But for any spell component with a gp cost, my players need to not only have the money but they must have found or bought that specific component to cast the spell. A lot of spells are op by their very nature, attaching a cost of a small fortune for something like Teleportation Circle blunts that a little bit. Especially if they a component and they are suddenly robbed.
Another fun side effect ofof instance of this method is taking away your PCs component bags and leaving only able to cast spells with verbal and somatic components. You've never seen players so eager to thumb thru the books (or dndbeyond :D ) to look for spells they can cast.

Yes. Until the third failed death save, the pc is not dead and can be healed. After a third fails save, the pc is dead and healing will no longer work. For one minute, revivify works, after that, for up to 10 days, resurrection.
In the Palyers Handbook, this spell is under the school of conjuration.

The description does not appear to require a dice roll / test for it to be successful. So if you have the available spell slot, the components (diamond) and cast within a minute it just happens?
I like my own personal headcannon that spells that bring the dead back to life consume a costly component because whatever god or force is behind the spell actually has to pay off whatever god is in charge of the dead person's afterlife to bring that person back. But it's non-refundable (unless the DM refunds it when the person doesn't want to return) so if the spell fails, whatever god was paid keeps the costly component.
Why doesn't this spell come with the penalties of 'Raise Dead,' feels like a cheat to me?
Because it's only within a minute of casting, and Revivify assumes the party has time and is out of danger.
It's still not cheap; 300 gold worth of diamond, and that can get costly really quick.
This spells needs an update:
"Coming back from the dead is an ordeal. The target takes a −4 penalty to all attack rolls, saving throws, and ability checks. Every time the target finishes a long rest, the penalty is reduced by 1 until it disappears."
Dying is traumatic, as is being brought back to life. I see no reason why the time elapsed passing from one state to another should make any impact beyond the level of the spell required. You don't want to take the penalty? Don't die.

If you feel that way, I’ll institute that as a Homebrew rule in your campaign. Make it clear that this add-on is the case for your world.

Can this spell cause a creature to come back as another creature(I.e. a goliath is now a dwarf?) or does it depend on the DM? I had a payer say it comes back as a random race but it doesn’t say that.

Per the DMG, a soul knows who is trying to REVIVE it (emphasis mine) and can refuse to return to the body
For flavor I would probably have the caster take at least one point of exhaustion, as if they used their own life force to help revive the person. Otherwise the spell doesn't hold as much weight as bringing someone back to life should. Especially with it being just a 3rd level spell. This is just my opinion though.

Now - I keep thinking this is a great method of interrogation. Kill them and bring them back ask them a few questions then carry on with your day. I mean it is a little strange but if feel it will be effective. As they have one HP you can just slap them dead if you wanted too. Now I write this down i might use that method on a PC might be fun for me to tell them they are dead.
