I made the Zeal Domain from Plane Shift: Amonkhet (linked here). I know someone made it already but the few there are incomplete in some fashion or not what I was looking for. The intent was to use it for a private game where I need DDB. Just to confirm, yes homebrew is switched on but it's just not showing up in the dropdown menu for domains. What am I doing wrong?
This Subclass cannot be shared with the community for the following reasons:
This homebrew Subclass has data mapped to it that is licensed content or private homebrew. This typically occurs when licensed or private homebrew spells are linked to the Subclass.
This homebrew Subclass does not have the necessary class features with the correct required levels.
Remember, private homebrew is automatically shared with other users in your campaigns and does not need to be shared with the community for players to access.
That's the thing though, I have no intent with sharing it community wide. I just want to use it for my own character. Is that the issue? The system here just doesn't allow you to use your own creations?
You don't need to publish your homebrew to use it yourself. As long as you have saved it on your side, and have enabled homebrew on your particular character, it should show up at the bottom of the list of subclasses.

Double check which class you made it for (2014 Cleric or 2024 Cleric) vs which class you're trying to select it with. A homebrew subclass made for a 2014 class can't be selected for the 2024 version of that class and vice versa.
If the versions of the class line up and it's still not visible, double check the homebrew is in your collection. It should be added by default once you created it, but if you somehow removed it, it won't show up in the character builder. Failing that, it could be caching and it's just a case of waiting for it to show up

Went to bed and slept on it. I tested this after work today and found that was the issue. That's a little annoying, but understandable. Thanks for helping me understand what the problem was. I'll have to go recreate the subclass again, but this time, for 2014.
