Galinndan is quite out of his element with everyone hurrying to do whatever. He decides to lay down where he is (naturally, away from the guards path), and casts a minor illusion of normal looking terrain over himself so he can hide and observe.

Jhaartael will wait until someone is climbing or on the window ledge. He will then touch his ring and utter some words while waving his hand once before himself. A 15foot square area from the ground up to the window will ripple for an instant then look as if it had before - but just without anyone on the wall.
Jhaartael says something quietly and gestures with his right hand at the window. There is a faint golden glimmer just inside the window as he attempts to control the Weave to open the window from the inside.

Tamryn rummages in his backpack, quickly pulling out a grappling hook and a length of rope. He swings the hook around on the length of rope then launches it toward the roof.

I guess Athletics is the correct check after all, as it would be similar to a 'thrown' weapon. So yeah, the hook falls harmlessly back to earth having missed its mark.

(Meh, I'm not so sure that silent image can be used as a substitute for invisibility. You could create a new wall in front of the rope and whoever is clinging to it, but it would visibly stick out a foot or two from the original. But I'm going to rule that you can't make the wall appear blank and still flush with the existing wall. Who or whatever is on the wall would just poke out through the illusory wall.)

"Bloody door nearly broke my lockpicks, I can't get it open, so I'll just go with the others." After putting his things away, he grabs hold of the rope and starts to scale the wall.
